BASOTHO ENTERPRISES DEVELOPMENT CORPORATION (BEDCO)

The Government of the Kingdom of Lesotho has received financing from the African Development Fund towards implementation of the Economic Diversification Support Project and intends to apply part of the agreed amount for this grant to payments under the contract for consultancy services for the Institutional Review of Basotho Enterprises Development Corporation (BEDCO)
The services included under this project are :
- Undertake a comprehensive internal diagnostic of the policy & legal environment within which BEDCO operates; review the mandate, organisational structure and operations of the institution with a view to understand its strengths and weaknesses; and undertake skills audit and in-depth assessment of internal business processes within the organisation ;
- Undertake an in-depth analysis of the Corporation’s enterprise development programmes and projects to determine if they are relevant to the market for which they are intended to serve and undertake a thorough examination of the service offering of BEDCO in general and whether this fits well with the strategic direction that the Corporation purports to have taken ;
- Undertake a comprehensive examination of the support services that BEDCO offers, and establish if these support services are appropriate for the kind of organisation that BEDCO envisions to be in the foreseeable future. In addition, undertake an assessment of the financial sustainability of the Corporation in the current structure ;
- Provide an overview of current global best practices related to operations of institutions that undertake activities similar to those BEDCO is currently undertaking ;
- Prepare an “options” paper on ways in which the Government of Lesotho may reform/transform BEDCO. Each of the options shall include the mandates of the envisaged structure; roles and functioning of executive management; basic staff organogram and staffing requirements; financing mechanism for each of the options ; basic roadmap on how the Government of Lesotho may go about transitioning BEDCO and recommend short/medium term stabilisation measures that should be considered.
The estimated duration of the assignment is 6months :
The Government of the Kingdom of Lesotho through the Ministry of Trade and Industry now invites eligible Consulting Firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy and Methodology for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at here.
