GENERAL PROCUREMENT NOTICE
REPUBLIC OF UGANDA AND REPUBLIC OF KENYA
ANGOLOLO WATER RESOURCES DEVELOPMENT PROJECT STUDIES
The Republics of Uganda and Kenya, through the Nile Equatorial Lakes Subsidiary Action Program (NELSAP) of the Nile Basin Initiative (NBI), have received a grant from the NEPAD Infrastructure Project Preparation Facility Special Fund (NEPAD-IPPF Special Fund) managed by the African Development Bank to finance the preparation of Angololo Water Resources Development Project for Implementation.
The principal objective of this project is to sustainably improve both countries’ socio-economic development through water resources development and management, encompassing flood mitigation, irrigation, electricity generation, fisheries development, and water supply. The project’s specific objectives are to: (i) complete the technical, economic, financial and institutional feasibility studies of the project so as to ensure its viability; (ii) complete an Environmental and Social Impact- Assessment and a Resettlement Action Plan for the project; (iii) complete the tender design of the project and preparation of tender documentation for its construction once proven to be economically viable; and (iv) mobilize financing from donors for project implementation.
Procurement will include securing Consultancy Services contracts for: (a) Technical Feasibility and Tender Design Studies, (b) Environmental & Social Impact Assessment Studies (Including ESMP & RAP), (c) Independent Dam Safety Panel of Experts; and (d) Independent Peer Reviewers in the fields of Agro-economics, Social and Environment safeguards, Agronomy, and Irrigation.
The project includes the following three components: (i) Stakeholders Engagement; (ii) Project preparation studies (includes feasibility studies, detailed design, tender documents and independent ESIA, and RAP); and (iii) Project Management and Monitoring & Evaluation.
Acquisition of the above consultancy services will follow the Bank’s Procurement Policy for Bank Group Funded Operations, dated October 2015 or as may be amended from time to time. Request for Proposal documents are expected to be available in March 2019.
