GENERAL PROCUREMENT NOTICE
NKHATABAY TOWN WATER SUPPLY AND SANITATION PROJECT

- The Government of the Republic of Malawi has received financing from the African Development Bank (AfDB) and the OPEC Fund for International Development (OFID) toward the cost of Nkhatabay Town Water Supply and Sanitation Project. The project will be implemented over a period of 48 months.
- The project development objective is to improve the health and livelihoods of the residents of Nkhatabay Town and surrounding areas through access to potable and sustainable water supply and improved sanitation services.
- The project has the following key components:
- Water Supply Infrastructure Development: This includes expansion and upgrading of water treatment plant, transmission and distribution system.
- Sanitation and Hygiene: This includes preparation of Sanitation and Hygiene Plan and Investment Strategy, construction of sanitation facilities, and sensitization.
- Institutional Capacity Building and Project Management: This component includes; Sector policy support, utility governance improvement, oversight planning and management of the project and audits.
- The following procurements will be carried out on the project.
Works
- Rehabilitation, upgrading and expansion works for Nkhatabay Town Water Supply System (ICB)
- Construction of liquid waste/feacal sludge treatment plant, construction of solid waste dumpsite, construction of sanitation facilities in schools, health centres and markets, and construction of sanitation centre (NCB)
Consultancies
- Preparation of designs and construction supervision of Water Supply and Sanitation Works including baseline survey (QCBS)
- Sanitation and hygiene awareness campaign and production of IEC materials (QCBS)
- Preparation of Sanitation and Hygiene Investment Plan (QCBS)
- Affordability Analysis and Willingness to Pay Assessment (LCS)
- Project Annual Audit (LCS)
- Mid Term Review (LCS)
- End line / project completion survey (LCS)
Goods
- Supply and delivery of 2 No. tankers for emptying and discharging liquid wastes (Direct contracting)
- Supply and delivery of a solid waste transportation and discharging vehicle (Direct contracting)
- Supply and delivery of water meters (ICB)
- Supply and delivery of 2 No. motor vehicles (NCB)
- Supply and delivery of PVC water pipes and fittings (NCB)
- Supply and delivery of GI water pipes and fittings (NCB)
- Supply and delivery of office equipment and furniture (Shopping)
- Supply and delivery of waste management equipment and basic tools for the District Council and masons (Shopping)
- Supply and delivery of 300, 000 indigenous tree seedlings (Shopping)
- Supply and delivery of 100,000 bamboo stems (Shopping)
- Supply and delivery of 100,000 exotic and fruit tree seedlings (Shopping)
- Procurement of goods, works and consulting services will be in accordance with the Bank’s Procurement Policy for Bank Group-Funded Operations, dated October 2015 or as may be amended from time to time. Specific Procurement Notices are being published in the UNDB, the AfDB website and the local newspapers as they become available from July 2018.
