MULTINATIONAL: THE REPUBLIC OF MALAWI AND THE UNITED REPUBLIC OF TANZANIA
SONGWE RIVER BASIN DEVELOPMENT PROGRAMME
PUBLIC PRIVATE PARTNERSHIP (PPP) TRANSACTION ADVISORY SERVICES FOR LOWER SONGWE DAM AND HYROPOWER PLANT (HPP) PROJECT

Introduction:
The Governments of The Republic of Malawi and The United Republic of Tanzania have received a grant of Five Hundred Thousand United States Dollars (USD 500,000.00) from the NEPAD – Infrastructure Project Preparation Facility Special Fund (NEPAD-IPPF Special Fund) to finance Public Private Partnership.
- Transaction Advisory Services for Lower Songwe Dam and Hydropower Plant Project. The project will be implemented over a period of twenty four (24) months.
- The principal objectives of this project are :
- Provision of PPP Transaction Advisory Services within the framework of the structuring and negotiation to set up the Lower Songwe Dam and Hydro Power Plant under Phase III of the Songwe River Basin Development Programme and (ii) capacity building in favour of government officials on the structuring and negotiation of commercial transactions with private partners in the energy sector (the “Project”).
- The Project part to be financed by NEPAD-IPPF includes the following :
Provision of Technical Expertise (Hydropower, Water Resources Management, Environmental and Social) to the PPP Transaction Advisors Team to undertake comprehensive review and update of existing studies and analyses, completion of due diligence and PPP transaction plan; development of transaction documents and support during bidding process.
- Procurement of Goods, Works and Services
Procurement of goods, works and consulting service will be in accordance with the Bank’s procurement.
Policy for Bank Group Funded Operation, dated October 2015 or as may be amended from time to time.
Bidding documents are expected to be available in November, 2018.
