REQUEST FOR EXPRESSION OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL SELECTION)

The Government of Sierra Leone (GOSL) has received financing from the African Development Bank (AfDB) towards the implementation of Rehabilitation and Extension Bo-Kenema Distribution System and intends to apply part of the proceeds for consulting services of International Procurement Specialist under the named project.

The main objective of this consultancy services is to provide timely and efficient execution in the procurement of goods, works and services required for implementation of the Rehabilitation and Extension of Bo-Kenema Distribution Network and provision of assistance in providing services for the implementation of CLSG Rural Electrification, according to the provisions of the AfDB’s guidelines for Procurement of Goods, Works, and Non-Consulting Services and Selection and Employment of Consultants”; (ii) the provisions stipulated in the Loan and Grant Agreement and the Legal Agreement concerning the Project entered into by the African Development Bank and the Government of Sierra Leone; (iii) the Procurement Plans for the above Projects, and (iv) the provision of hands on trainings, coaching and mentoring to procurement units operating under Ministry of Energy (MoE) and Electricity Distribution and Supply Authority (EDSA).

The International Procurement Specialist shall work with the Project Coordinator and other stakeholders to conduct, oversee, advice, and support the effective and efficient implementation of the project procurement processes, in compliance with the necessary procurement laws, regulations, and guidelines. The International Procurement Specialist shall perform the following functions but not limited to:

  • Carry out the day-to-day procurement functions of the project, as required by the Project Appraisal Document;
  • Coordinate the development of the project’s Annual Procurement Plans, identifying contract packages for goods and services, the estimated cost for each package, the procurement or selection methods, and processing times until completion of each procurement activity. Ensure timely submission of all project procurement plans for review and approval by the Bank as required and update and monitor their implementation;
  • In consultation with the implementing agencies, prepare Procurement plans, bidding documents for acquisition of goods, works and services, request for quotations (RFQ), contracts, and evaluation reports for the projects;
  • Participate in meetings of Evaluation Panels (EPs) in the role of general Secretary and providing procurement guidance to ensure that the appropriate guidelines are followed to arrive at the recommendations for contract awards; including preparation of minutes of the evaluation meetings and related evaluation reports for “no-objection” to recommendations made therein as required;
  • Arrange for contract negotiation, oversee the negotiation process, and prepare negotiation minutes, draft contracts and requests for “no-objection” to contract awards;
  • Undertake verification of goods/supplies; preparation of payment certificates for goods, supplies, and services; and maintain Project Assets Register;
  • Establish and maintain a simple procurement management tracking system to monitor implementation of each procurement activity, and ensure efficient contract management; thereby, enhancing acceptability of services rendered;
  • Maintain and periodically update a database of local suppliers. Maintain commodity file and evaluate local supply sources’ overall performance (competitive pricing, product quality and timely delivery);
  • Prepare requests for quotations for Procurement through Shopping and expedite local contracts to ensure timely delivery by supplies;
  • Support, if required, to raise Local Purchase Orders for verification by approving authority;
  • Ensure that all Procurement documents are properly filed and existing files periodically reviewed to ensure every procurement document is in the file;
  • Interact with the Financial Management Unit to obtain actual expenditure against Procurement transactions on a daily basis;
  • Update the PIU Procurement Plan on a monthly basis and inform Management of any procurement activity that requires action;
  • Prepare minutes of bid opening sessions and ensure that bid securities provided by bidders are properly secured and promptly returned to bidders at the end of tender process;
  • Carry out any other relevant duties that may be assigned by the Director General /Project Manager of the PIU;
  • In support to existing procurement units in EDSA & MOE, review and advise on purchase orders and other related requests in compliance with the National Public Procurement Authority Standards;
  • Ensure the treatment of all suppliers in a fairly way in order for them to have the opportunity to deal with authority;
  • Participate in the negotiation of Contracts to get the best arrangement of price, service and contract terms;
  • Prepare and implement Training and Capacity Building plans for the procurement staff of EDSA & MOE. Track their improvement through Key Performance Indicators (KPI)’s;
  • Develop and implement Contract Management Policies and Procedures;
  • Prepare and submit monthly procurement implementation report detailing the following:

(i) Assignments completed, (ii) Assignments outstanding.

The Procurement Specialist must have the following minimum experiences:

  • A minimum of fifteen (15) years’ experience in international procurement, management of public procurement and project management, preferably in Sub-Saharan Africa. Sub-regional experience shall be an added advantage;
  • At least First degree in relevant discipline, e.g. Business law, Social Sciences, Agriculture, Engineering, Administration, etc. with minimum ten (15) years’ post experience in public procurement and contract management of the public sector;
  • Minimum of fifteen (15) years working experience in procurement management using AfDB or World Bank procedures (or combined) is a must;
  • Minimum of three (3) years working experience in Energy Project is a must;
  • High level of interpersonal and management skills and ability to work with teams at all levels;
  • A verifiable track record in building capacity and mentoring procurement staff;
  • Good knowledge of AfDB or World Bank procurement policies and procedures; as well as good knowledge of the institutional, technical, and commercial aspects of procurement;
  • Have a track record in developing and implementing Contracts Management instructions, policies and procedures;
  • Proven track record in working effectively within multidisciplinary teams with the capacity to work under minimal supervision;
  • Excellent ability to prepare documents and comfortably defend them;
  • Ability to focus under pressure and willingness to work extra hours as occasional week end and or evening hours if required;
  • Strong oral and written communications skills with proven ability to convey information clearly and concisely;
  • Strong skills in the use of MS Office suite application including word, power point, project, excel, email and internet programs and excellent English proficiency;
  • Highly motivated, welcome challenges and adapt to any situation;
  • Critical analysis and listening skills with the ability to lead, inspire and motivate others;
  • Excellent English proficiency.

The duration of the assignment is for an initial period of 12 months beginning from September 2018. Subject to consultants’ satisfactory performance of the assignment and need, the Contract shall be extended based on the unit rate included in the signed contract.

EDSA now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” October 2015, which is available on the Bank’s website at http://www.afdb.org.
