SPECIFIC PROCUREMENT NOTICE (SPN)

Context :

1. This Invitation for Bids (IFBs) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online and on the African Development Bank Group’s Internet Website;
2. The Government of Rwanda has received financing from the African Development Bank (AfDB) towards the cost of Regional Centre of Excellence in Biomedical Engineering and eHealth (CEBE) Project. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Acquisition of Equipment, Materials and Tools for Rehabilitation Mobility Sciences Laboratories-CEBE;
3. The University of Rwanda now invites sealed bids from eligible bidders for the Acquisition of Equipment, Materials and Tools for Rehabilitation Mobility Sciences Laboratories-CEBE;
4. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of the Single Projects Implementation Unit (UR-SPIU) Procurement Office at Kicukiro Campus P.O Box 4285 Kigali or on email to cebeprojectprocurement@gmail.com with a copy to    cebeprojectcoordinator@gmail.com.
5. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of Frw 20,000 or its equivalent in a convertible currency. This payment can be made to the Rwanda Revenue Authority (RRA) Bank Accounts (RRA/NON-FISCAL REVENU) opened in all commercial banks;
6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Goods;
7. Bids must be delivered to the above office on or before 10.00 a.m. Kigali hour / 00 a.m GMT on 30/08/2019 and must be accompanied by a security issued by a recognized bank of Six Million Rwandan Francs (Frw 6,000,000) or its equivalent, in a convertible currency. Bids will be opened in the presence of bidders’ representatives who choose to attend on 30/08/2019 at 10.30 a.m Kigali Hour (8.30 a.m GMT) at the Offices of UR-SPIU, Kicukiro Campus;
8. Bidding will be conducted in accordance with the Bank’s Rules and Procedures for Procurement of Goods &Works 2008 edition, revised July 2012.
