Construction of Trunk Road 9/1 from Windhoek to Hosea Kutako International Airport to Dual-Carriage Freeway standards: Phase 2A – Sam Nujoma Interchange to Dordabis Interchange (19.5Km)
Brief Description of Work
The works entail construction of a 19.5Km dual-carriage freeway between Windhoek and Hosea Kutako International Airport. The entire project is divided into Three (3) subprojects referred to as Phase 1 (Unam – Sam Nujoma Interchange, 7Km), Phase 2A (this phase) and Phase 2B (Dordabis IC – Hosea Kutako International Airport IC, 23.5Km). Phase 2A of the project will link the 7Km Freeway that is currently under construction (referred to as Phase 1) to Phase 2B.
Phase 2A is therefore a continuation in order to realize full functionality once the total stretch between Windhoek and the main international airport has been completed. This phase of the project will inter alia entail the construction of bridge structures, grade separated interchanges, the requisite fill and layer works, drainage works, installation of road furniture, signage and road marking.

- This invitation for pre-qualification (IFP) follows the General Procurement Notice (GPN) that appeared in the United Nations Development Business Online (UNDB online) No. AfDB368-04/18 of 11 April 2018 and the African Development Bank’s Internet Website (www.afdb.org).
- The Government of the Republic of Namibia has received a loan from the African Development Bank (ADB) towards the cost for the construction of TR9/1 from Windhoek to Hosea Kutako International Airport, Phase 2A (between Sam Nujoma Interchange and Dordabis Interchange, 19.5Km) to dual-carriage freeway and it intends to apply part of the proceeds of this loan to payments under the contract RA/DC – CR/06 – 2014/2A. The contract will be governed by the African Development Bank’s eligibility rules and procedures. The Roads Authority intends to pre-qualify contractors for the civil works. It is expected that the Invitations for bids will be made in November 2018.
- Prequalification will be conducted through prequalification procedures specified in the Bank’s Rules and Procedures for Procurement of Goods and Works, and is open to all bidders from eligible source countries, as defined in the Rules.
- Interested eligible applicants may obtain further information from and inspect the Pre-qualification Document at the Roads Authority (address provided below) from 08h00 – 13h00 and 14h00 – 17h00 (Central African Time) from Monday to Friday. Documents will be ready for collection or inspection as from 3 September, 2018.

Requests for clarifications should be received by the Employer no later than Seven (7) days, prior to the deadline for submission of Bids.
A complete set of the Prequalification Document in English may be purchased by interested applicants through the submission of a written application to the address below, and upon payment of a non-refundable fee of N$ 200.00. The method of payment shall be either Cash or Direct Deposit. Where Direct Deposit is preferred, funds must be deposited into the Roads Authority Bank account and confirmation of Proof of Payment sent to RukoroD@ra.org.na and copy to Gawaxabe@ra.org.na. Electronic delivery of the Prequalification Document shall only be effected upon confirmation of Proof of Payment of the amount stated above to a verified receiver authorized by the purchaser.
