Brief description of the Assignment : The Senior consultant will work with the AHGC department in preparing a new Gender Strategy (GS) for the period 2021 – 2025 to inform the Bank’s approach to mainstreaming gender in all its lending and non-operations, and internally as a gender-responsive institution. The consultant will provide leadership and guidance on key processes articulated in the approach paper and use the deliverables thereof to inform and draft the new strategy.

TERMS OF REFERENCE SENIOR CONSULTANT (Gender Strategy)

GENDER, WOMEN AND CIVIL SOCIETY DEPARTMENT

 

  1. Background

The AfDB’s Ten Year Strategy (TYS) – At the Center of Africa’s Transformation (2013 – 2022), highlights gender as one of the three areas of special emphasis, in addition to improving inclusive growth as one of its two main objectives. The AfDB’s vision in the TYS encourages Africa to address gender-based disparities in voice and agency, education, economic activities, earnings and GBV to “capture the demographic dividend of its young population and the energies of its women.” In 2016, the AfDB launched its High 5s, a game changer in Africa’s development discourse to align the Bank’s TYS and actions with international development trends, in particular to the SDGs and African Union Agenda 2063. While cross-cutting, the last goal “Improve the Quality of Life for the People of Africa” was designed to facilitate deliberate efforts to empower women and civil society and support human capital to focus on public health infrastructure systems, nutrition, youth and skills development, and water and sanitation. Building up to the TYS, and in support of gender agenda, since 2001, four framework documents have guided Gender Mainstreaming (GM) at the African Development Bank Group: AfDB’s 2001 Gender Policy; AfDB’s Updated Gender Plan of Action (UGPOA) (2009-2011) which followed the Gender Plan of Action (2004-2009); AfDB’s Gender Strategy ‘Investing in Gender Equality for Africa’s Transformation’ (2014-2018); and A Plan of Action for Operationalizing Gender Mainstreaming (2014) intended to facilitate GS implementation through five sets of actions. The Bank set up a Gender, Women and Civil Society Department (AHGC) in 2017 under the Agriculture, Human and Social Development Vice-Presidency (AHVP). Across the strategic priorities, the Bank has made strides in integrating gender across its operations, knowledge work and policy dialogue, including as a cross-cutting theme together with governance, fragility, climate change, and jobs for youth.

In 2017, the Gender department commissioned the Gender Strategy to a Mid-Term Review (MTR). The review examined the implementation of the Bank’s Gender Strategy from January 2014 through December 2016. In February 2019, the Board of Directors approved the BDEV 2019-2021 Work Program which included an update on the evaluation synthesis of gender equality mainstreaming that BDEV undertook in 2012. In this evaluation exercise, BDEV complemented external learning with significant analysis of the existing evidence on the relevance, effectiveness, efficiency, catalytic effect and sustainability, and learning about gender mainstreaming at the AfDB.

Following the expiry of the 2014 – 2018 strategy, the Bank is preparing a new Gender Strategy (GS) for the period 2021 – 2025 to inform its approach to mainstreaming gender in all its lending and non-operations, and internally as a gender-responsive institution. In doing so, the Bank is building on insights from the 2017 Mid-term review and the BDEV synthesis evaluation.

  1. Overall Objective :

The overall objective of this consultancy is to develop a five-year Strategic Plan to ensure that the Bank fulfils its mandate of inclusive growth. The Senior consultant will lead the Bank to articulate a strategy to advance gender equality and women’s empowerment across the Bank.

  1. Scope of Work/ Deliverables:

Reporting to the Manager, Gender and Women Empowerment division and working closely with the organizational units of the department as well as with internal and external stakeholders. The incumbent’s role includes but not limited to :

  1. Produce an inception report in line with the Bank’s Concept/approach paper which will guide the process of developing the Strategy ;
  2. Present the inception report to a reference group and finalize based on inputs from the group ;
  3. Review the MTR and evaluation synthesis finds, lessons, and recommendations, and glean insights into key components of the new strategy ;
  4. Review gender components of related bank strategies (sector, regional, High 5s, etc.) to establish a coherence among these and the new gender strategy ;
  5. Undertake stakeholder mapping and analysis ;
  6. Undertake a situation analysis of the Bank’s gender mainstreaming operations to date ;
  7. Lead consultations with internal and external stakeholders at headquarters and in select regional offices, and apply an appropriate tool of analysis to identify focus areas and develop strategic objectives and key result areas for the same ;
  8. Review the institutional capacity, organizational set-up, business processes, financial and administrative systems against the Bank’s mandate and the identified strategic objectives and key result areas; and make recommendations, if any ;
  9. Develop a Theory (or a set of theories) of change to show the pathways towards the results of the proposed strategy ;
  10. Propose a strategy for achieving the strategic objectives and key results ;
  11. Develop an action plan for the strategy ;
  12. Develop a Results Monitoring Framework for the plan period aligned to the One Bank Results Measurement Framework ;
  13. Hold stakeholder meeting(s) to validate the draft Strategic Plan ;
  14. Finalize Strategic plan and submit to the Bank.

  1. Deliverables :
  • An Inception report ;
  • A five-year strategy including a results and resources framework, and action plan ;
  • Reports on the key processes including stakeholder consultations and workshops, and review of documents.

  1. The position requirements :
  • At least a master’s degree or equivalent in Gender Studies, Projects Management, Sociology, Anthropology, Economics or related areas ;
  • At least 10 years professional experience in strategic planning and management ;
  • Preferably a minimum of 10 years of professional experience in Gender analysis, research and advocacy skills, conducting gender assessments/studies and designing/implementing gender and development projects ;
  • Experience in reviewing the Bank’s operations on gender, implementation of gender-specific policies, programs and projects, preferably in Africa. Experience in other developing countries is an added advantage ;
  • Skills in facilitation of stakeholder engagements/workshops ;
  • Evidence of having undertaken similar assignments ;
  • Demonstrate understanding of regional social issues, analysis and policy formulation in Africa ;
  • Knowledge of the practices of major bilateral and multilateral partner development agencies in African countries is an added advantage ;
  • Communicate and write effectively in French or English, with a good working knowledge of the other language ;
  • Be a national of one of the member countries of the Bank.

  1. Duration and Location :

This contract is 6 months in duration and is set to begin on 15 March 2020. The Consultant will be based in Abidjan with travel to field missions.

  1. Costs :

The cost of this assignment (with above-mentioned deliverables) will be negotiated with the consultant. No additional benefits or per diems will be paid. The consultant is responsible for his/ her own health insurance and accommodation costs in the duty station. The Bank will however cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel.

The consultant will work under the direct supervision of the Manager, Gender and Women Empowerment Division.
