APPEL À MANIFESTATION D’INTÉRÊT (APPELS D’OFFRES INTERNATIONAUX)
RÉALISATION ET EXPLOITATION D’UN PROJET D’INTERCONNEXION FERROVIAIRE BURKINA-GHANA
La République du Ghana et le Burkina Faso sont deux pays frontaliers d’Afrique de l’Ouest partageant une frontière terrestre internationale continue d’environ 549 km. Ces deux États, membres de la Communauté Économique des États de l’Afrique de l’Ouest (CEDEAO), représentent deux des économies les plus dynamiques de la sous-région avec un taux de croissance de 8.4% et 8.7% pour le Burkina et le Ghana respectivement.
Le Ghana et le Burkina sont des partenaires commerciaux historiques avec un trafic routier transfrontalier nord-sud de près de 465 véhicules / jour. Les deux pays sont reliés principalement par les routes nationales n ° 5, 6 dans la direction Nord-Sud donnant accès aux ports de Tema et Takoradi. La dépendance du commerce uniquement sur le mode routier limite les échanges entre ces deux pays, nonobstant le potentiel minier et commercial qu’ils possèdent. Conformément à la politique CEDEAO et le schéma directeur ferroviaire soulignant le besoin d’interconnexion ferroviaire entre les pays CEDEAO, les deux pays ont convenu de rechercher des partenaires techniques et financiers pour la construction et l’exploitation d’un réseau ferroviaire entre les deux pays dans le cadre d’un PPP.
Dans ce contexte, les gouvernements du Ghana et du Burkina ont convenu de poursuivre le développement du projet d’interconnexion ferroviaire Ghana – Burkina Faso dans le cadre d’un PPP de type BOT(Construction, Exploitation et Transfert). Le tracé de la ligne proposée au Ghana, impliquera la construction d’une seule ligne à écartement standard du port de Tema vers l’est, en passant par Akosombo puis se dirige vers Ho, Hohoe et Yendi au nord. La ligne se dirigera ensuite vers Tamale pour rejoindre la colonne vertébrale centrale et continuer jusqu’à Paga. Le lien transfrontalier commence à Paga au Ghana pour relier Dakola au Burkina Faso par Pô longeant la route nationale n° 5, intégrant le pôle de croissance de bagré et se termine à Ouagadougou.
La participation est ouverte à égalité de conditions à toutes les personnes physiques ou morales, pour autant qu’elles ne soient pas sous le coup d’interdiction ou de suspension et en règle vis-à-vis de l’Administration de leur pays d’établissement ou de base fixe. L’objectif global du projet est de développer une interconnexion ferroviaire du port de Tema dans la République du Ghana à Ouagadougou au Burkina Faso afin d’améliorer la chaîne de transport et logistique sur le corridor pour accélérer la croissance économique et le développement des deux pays.
C’est dans ce contexte que les gouvernements de la République du Ghana et du Burkina Faso, agissant par l’intermédiaire de leur ministère respectif de chemin de fer du Ghana et le ministère des Transports, de la Mobilité urbaine et de la Sécurité routière du Burkina invitent les soumissionnaires potentiels pour manifester leur intérêt dans le développement du projet sur la base BOT (Construction, Exploitation et Transfert).
La manifestation d’intérêt doit satisfaire aux exigences suivantes :
- une lettre de manifestation d’intérêt en précisant l’objet de la mission ;
- la note de présentation du candidat faisant ressortir les éléments ci-après : l’adresse complète du candidat (domicile, boîte postale, téléphone et e-mail), ses domaines de compétences ainsi que son statut juridique ;
- la capacité financière du soumissionnaire potentiel ;
- des références de prestations antérieures de nature ou de complexité similaires déjà exécutées.
Les soumissionnaires peuvent former des consortiums pour renforcer leur qualification et doivent inclure un niveau significatif de participants ghanéen et burkinabé.

PROJECT ON A BUILD, OPERATE AND TRANSFER (BOT) BASIS
REQUEST FOR EXPRESSION OF INTEREST
INTERNATIONAL COMPETITIVE TENDERING (ICT)
The Republic of Ghana and Burkina Faso are two countries in West Africa sharing a continuous international land border of about 549 kilometers. The two countries, members of the Economic Community of West African States (ECOWAS), represent one of the most dynamic economies of the sub-region with a growth rate estimated at 8.4% for Burkina and 8.7% for Ghana in 2017.
The two countries are historic trading partners with north-south cross-border road traffi c of nearly 465 vehicles per day, the two countries are connected on the Burkina side mainly by the national roads No. 5, 6 in the North-South direction giving access to the Port of Tema and Takoradi. The dependence of trade on mainly the road mode limits trade between these two countries, notwithstanding the mining and commercial potentials they have.
In line with ECOWAS policy and Railway Master Plan emphasizing the need for rail interconnectivity among sister ECOWAS countries, the two countries have agreed to seek technical and financial partnersfor the construction and operation of a railway system between the two countries on a PPP basis.
In this regard, the Governments of Ghana and Burkina Faso intend to pursue a PPP arrangement for the development of the Ghana – Burkina Railway Line on a Build, Operate and Transfer (BOT) basis.The Ghana leg of the proposed railway corridor is towards the easternmost part of the country and starts from the Tema Port, through Akosombo, Ho, Hohoe, Yendi, Tamale and to Paga. The line continues in Burkina Faso from Dakola going through Po along the national highway number 5, integrating the pole of growth of bagre and ends at Ouagadougou.
The procurement of the private sector partner(s) to develop the project will be carried out in accordance with the applicable procurement laws of both Ghana and Burkina.
The objective of the project, which is to improve the transport and logistics chain on the rail corridor towards accelerating economic growth and development of both countries, is expected to be fully funded through a public-private partnership (PPP) arrangement.
The Governments of the Republic of Ghana and Burkina Faso through their respective Ministries of Railways Development and Transport, Urban Mobility & Road Safety are therefore inviting prospective bidders (“firms”) to express their interest for the development of the Project on a BOT basis.
The Expression of Interest should include the following:
- a letter of expression of interest specifying the purpose of the assignment;
- The fi nancial strength/capacity of the prospective bidder;
- The prospective bidder’s technical experience/capacity in carrying out the above project on a BOT basis; and
- The bidder’s past experience in similar projects.
Bidders may form consortiums with other firms to enhance their qualification and must include significant level of Ghanaian and Burkinabé participation.
