- The Independent Development Evaluation (IDEV) function of the African Development Bank Group (AfDB or the Bank) hereby invites consulting firms based in Malawi to indicate their interest in the following assignment: Consultancy services to conduct Household Survey for the Impact Evaluation of Irrigation Development in Malawi (henceforth “the assignment”).
- The assignment will assess and report on the relevance, effectiveness, sustainability and in particular the development impact of irrigation projects in Malawi.
- The services to be provided under the Assignment will include the following:
- Recruitment and Training of field staff: The Survey Firm will be responsible for recruiting field staff and organization and implementation of training activities. The firm will conduct a minimum of 1 week of training for the field staff
- Logistic and transport: The firm will prepare all field supplies required for field staff. The firm will make appropriate transportation arrangements to conduct fieldwork
- Pre-testing of questionnaires: The Survey Firm will be provided with a standard set of base questionnaires in English. In consultation with the Evaluation Team, the Survey Firm will adapt the survey questionnaires to the specific study context, including phrasing of questions so they are appropriate to the study context.
- Data Collection and entry: Data collection will be done by interviewer teams according to the specified schedule. The sample size is estimated to be 1,200 Households in different districts of Malawi. It is estimated that the household questionnaire takes 90 minutes to complete and community questionnaire about 60 minutes. The firm is expected to hire interviewers who have a working knowledge of languages in the survey areas. The final data set must be compiled and consistency checks performed to the approval of the evaluation team. Data must be submitted in SPSS or STATA format
- IDEV invites consulting firms based in Malawi to indicate their interest in providing the above-described services. Interested eligible consultants shall provide information about their qualifications and experience demonstrating their ability to provide these services (firm profile, documentation, references for similar services, experience in comparable assignments, etc.).
- The eligibility criteria, the establishment of a shortlist and the selection procedure are in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a consultant firm does not imply any obligation on the part of the Bank to include him/her in the shortlist.
- The expected starting date is mid-March 2019.

- Expressions of interest must be received at the address below (either electronically by email or hard copy by post) no later than 19th Feb 2019 at 18:00 hrs. Abidjan time and specifically mentioning “Household survey for Impact Evaluation of Irrigation Development in Malawi.”
