REQUEST FOR EXPRESSION OF INTEREST
RECRUITMENT OF A CONSULTING FIRM TO PREPARE THE INFRATRIUCUTRE FINANCE TRENDDS IN AFIRCA REPORT 2018 FOR THE INFRASTRUCTURE CONSORTIUM FOR AFRICA (ICA)
The Infrastructure Consortium for Africa (ICA), hosted by the African Development Bank will require the services of a qualified Consulting Firm to provide consultancy services for the production of a report entitled “Infrastructure Financing Trends in Africa 2018”. This report is produced annually and it is a flagship publication of the ICA Secretariat. The report provides information on annual financial commitments/investments and disbursements towards infrastructure development in Africa. The most recent reports are available at the ICA website : www.icafrica.org.
The assignment includes the following :
- In collaboration with the ICA Secretariat, carry out a thorough research of the trends in infrastructure finance in Africa and write the report ;
- The writing of the report will be based on the following activities ;
- Collection of infrastructure finance data on commitments and disbursements for 2018 from official sources (e.g. national, regional, bilateral, and multilateral sources) and using questionnaires designed to obtain data for 2018 ;
- Compilation and categorization, skilfully, of the data for 2017 and 2018 for different groups (e.g. sectors, regions, and countries) ;
- Determination of the trends (especially between 2017 and 2018) in infrastructure finance in different sectors, countries, and regions ;
- Rigorous analysis of the data and interpretation of the implications of the trends as they relate to policies, enabling environments, programs, projects, and in some cases their impact on sustainable development, equity, and poverty reduction ;
- Documentation, formally, of the details of the references of publications and sources of data cited to enable readers to double check the sources of knowledge and data as necessary.
The ICA invites Consulting Firms to indicate their interest in providing the above mentioned services. It is expected that the Consulting Firms have been in existence for at least for five years with considerable experience in the analysis and management of infrastructure development in Africa. Interested and eligible Consulting Firms are requested to provide information on their qualifications related to the assignment, experience, and their analytical capacity that demonstrates their ability to carry out the assignment.
The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s Rules and Procedures for the Use of Consultants. Please note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include in the shortlist.
The estimated duration for the assignment is three (3) months and the expected starting date is March 1, 2019.
Expressions of interest must be received by e-mail at the address below no later than February 18, 2019 at 17: 000 hours local (Abidjan) time. Specifically, the expression of interest should mention “Preparation of Infrastructure Financing Trends for Africa 2018”.
