RECRUITMENT OF AN AGENCY TO PROVIDE TRAINERS FOR ENTERPRISE SUPPORT ORGANIZATIONS ACROSS AFRICA

  1. The African Development Bank (AfDB) is the premier pan-African development institution, promoting the economic growth and social progress across the continent. The Bank delivers financial and technical supports to Regional Member Countries (RMCs) through transformative projects that will significantly reduce poverty and bring inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five priorities (High 5s) have been identified for scaling up and accelerate the Bank’s delivery, namely: Feed Africa, Industrialize Africa, Power Africa, Integrate Africa and improve the quality of life for the people of Africa. In order to accelerate the improvement of the life for the people in Africa, the Bank approved in 2016 the Jobs for Youth in Africa Strategy (JfYA) with the objective to create 25 million jobs and equip 50 million youth with skills for enhanced employability and entrepreneurial success by 2025. The approach of the JfYA strategy is to support the countries to build an ecosystem conducive to youth employment ;
  2. As part of these activities, the Bank is creating the Innovation and Entrepreneurship Lab (IEL) under the Human Capital, Youth and Skills Development Department (AHHD). The objective of the Lab is to support youth employment and entrepreneurship in Africa by empowering Enterprise Support Organizations (ESOs). The Lab is supported by the Fund for African Private Sector Assistance through the contribution of the Government of Japan, the Government of Austria, the Development Bank of Austria and AfDB ;
  3. The Human Capital, Youth and Skills Development Department (AHHD) requires the services of a firm to establish a roster of experts, and from this roster, to recruit and deploy 4 skilled trainers to 5 different venues across Africa to deliver training in the form of a workshop to each of four target groups: 1 – operators and staff of business incubator, 2- operators and staff of business accelerators, 3- fund managers, including angel, venture capital (VC), equity and others investing in youth and young women driven startups and entrepreneurship, and 4 – for training young entrepreneurs and operators of startups. As part of this mandate, the executing agency will be responsible for developing the curricula and accompanying toolkit (1 per subject area) that will be used for instruction by the experts ;
  4. The services and estimated level of effort to be provided under the Assignment are as follows :
  • The executing agency will develop a detailed roster of 50 experts for each of four areas of expertise (200 in total) for the Bank highlighting knowledge, skills, gender and relevant experience. Estimated LOE: 5 days ;
  • Using the roster, the executing agency will identify, hire and oversee 4 experts to provide business development training (business incubation, business acceleration, fund management/startup investment, and building a successful startup) through short workshops at relevant events that will take place in Africa over the period March to December 2019. Total time in country is expected to be no more than 3 days per venue + 2 days travel to and from, i.e. 25 days total over 5 venues in Africa ;
  • The selected executing agency will be responsible for planning and managing participation of the experts and for identifying and selecting the events and for negotiating and planning the workshops with the organizers and the chosen experts. A preliminary list of desired events has been prepared by the Bank. Estimated level of effort (LOE): 7 days ;
  • The executing agency will develop appropriate curricula for training managers and/or staff of 500 Enterprise Support Organizations (ESOs) as well as at least 160 youth / young women managed startups /SMMEs across Africa. This will include preparing digital Guides in each of the 4 areas of training. Total LEO for preparing guides is estimated at 16 days ;
  • The executing agency will adopt a monitoring and evaluation plan that will help the Bank evaluate the results obtained and that will include feedback from workshop participants and event organizers ;
  • The executing agency will prepare a final report with recommendations. LOE: 3 days. The estimated level of effort for this task is 56 days. Travel will be by most direct route in economy class and will be undertaken and reimbursed according to AfDB rules ;
  1. The AfDB jobs team invites consulting firms to indicate their interest in providing the above-described services. Interested firms must provide information indicating that they are qualified to perform the services. Only Consulting firms would be considered for this Expression of Interest not individual candidatures ;
  2. The consultancy firm will have a proven track record, substantiated with references, of assignments undertaken for Donors / Multinational companies, etc., across Africa ;
  3. The eligibility criteria, shortlisting and selection procedure shall be in accordance with the Bank’s Procurement Policy for Recruitment of Corporate Consultants ;
  4. The Bank is under no obligation to shortlist any consulting firm who expresses interest ;
  5. Interested consulting firms may obtain further information at the address below during the Bank’s working hours: 08:00 to 17:00 hours (GMT or Abidjan time), Monday to Friday ;
  6. Expressions of interest must be sent by e-mail to the address mentioned below no later than March 1st, 2019 at 05:00 PM (GMT) and specifically mentioning “Expression of interest for an Agency providing trainers for Enterprise Support Organizations across Africa”.
