Recruitment of an executing agency to implement the african development bank’s coding for employment program :

Youth are Africa’s greatest asset, but this asset remains untapped due to high unemployment. Africa’s youth population is rapidly growing and expected to double to over 830 million by 2050. The potential benefits of Africa’s youth population are unrealized as two-thirds of nonstudent youth are unemployed, discouraged, or only vulnerably employed despite gains in education access over the past several decades. At the same time, the rise of the digital economy is stimulating digital innovation across sectors and generating a large pool of job opportunities in the ICT value chain. As consumers and content creators, Africa’s youth are at the forefront of this digital revolution. However, they lack the skills, and experiences needed to access the full range of available opportunities. Thus, the AFDB’s Jobs for Youth Africa Strategy (JfYA) has established the Coding for Employment flagship program which aims to address the ICT skills gap by providing demand-driven ICT training. The program will equip youth across the continent with the skills needed to secure ICT, ICT-enabled, and ICT services employment.

The African Development Bank therefore invites executing agencies and consulting firms to indicate their interest in the following Assignment : Implementation of heAfDB Coding for Employment Program.

The services to be provided under the Assignment are centered on the delivery of the three components of the Coding for Employment program. These components are as follows :

  • Equipping centers of excellence with ICT infrastructure : including interior design/decoration, furniture and fitting, site conceptualization and procurement of equipment (including computers, chairs, desks, etc.) for the centers. The scope of work will be strictly limited to upgrading existing sites ;
  • The service does not include the construction or building of structures, demolitions of site, roofing and other similar activities ;
  • Training young people in demand driven ICT skills and entrepreneurship including recruitment, organizing trainings and monitoring and evaluation ;
  • Developing linkages with the ICT ecosystem for internships and job opportunities for program graduates including mapping graduates to employment, organizing industry exchange events (seminars, hackathons, job fairs, etc…).

The program will be implemented in Nigeria, Kenya, Rwanda, Cote d’Ivoire and Senegal for a period of 18 months :

  • The Human Capital and Skills Development Department (AHHD) invites executing agencies and consulting firms to indicate their interest in providing the above-described services. Interested eligible executing agencies or consulting firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.) ;
  • The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, May 2008 Edition, revised on July 2012 available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  • The estimated duration of services is 18 MONTHS and the estimated starting date is April 1st, 2019 ;
  • Interested firms may obtain further information at the address below during the Bank’s working hours (Monday to Friday 9:00 am to 5:00 pm GMT) ;
  • Expressions of interest must be received at the address below no later than March3rd, 2019 at 11:59 PM GMT and specifically mentioning “Expression of Interest for an executing agency for the Implementation of the AfDB Coding for Employment Program”. Additionally, the firm should indicate in which specific country or countries they wish to express interest.
