RECRUITMENT OF HR SHARED SERVICES CONSULTANTS
TERMS OF REFERENCE
We are pleased to inform you that HR Shared Services Division (CHHR2) of the African Development Bank requires the services of two Web Applications and Communication Design Consultants for the assignments outlined below.
BACKGROUND :
The African Development Bank Group (AfDB) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively.
The Bank has approximately 2200 staff members, who have been recruited from a wide geographic area only limited by membership in the Bank. There are currently 80 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners.
HR SHARED SERVICES (CHHR.2) :
The strategic objective of the HR Shared Services (CHHR.2) at the Bank is to align the IT delivery strategy along with the Bank’s business strategy, to increase the organizational effectiveness through efficient use of the Information Systems (IS). Under the leadership of the Bank’s HR Shared services (CHHR.2) Division is mandated by the Bank to deliver the best possible HR services for Bank staff and help achieve the results that will get the Bank closer to accomplishing its development goals.
OBJECTIVE :
Be responsible for the design of major and minor web applications and components including the creation of visual elements required to design a web page, such as color schemes, text formatting, and layout.
SCOPE OF THE SERVICES :
The consultant duties will be as follows :
- Select appropriate tools, templates and standards to create advanced, well designed and engineered web pages and systems with specified content and layout ;
- Design the content and appearance of advanced web pages and systems based on briefs from clients/users ;
- Design the overall information structure and graphical style for substantial web sites and systems, taking into account the target audience(s) and the objectives of the client/user organization ;
- Utilize graphic pre-designs where appropriate ;
- Define the graphic guidelines and visual identity of Web sites ;
- Design and create images, graphics, illustrations and animations ;
- Ensure the visual and ergonomic standardization ;
- Develop the sketches and presentation mock-up ;
- Execute or arrange for the execution of the graphics solution ;
- Discuss with clients the website design ;
- Design IT Applications.
- DELIVERABLES :
The following is the list of expected deliverables during the assignment :
- Web solutions and applications that meet HR clients and staff user expectations ;
- Well-designed Browser-based interventions that enhance the management of STS, Staff, Consultants, Technical Assistants, and all other group of the workforce ;
- Plug-in and Tools that enhance the utilization and data processing of the current SAP system ;
- Browser-based systems with the latest functionality and usability and good visitor frequency profile ;
- Tools and resources that enhance the delivery of the HRSS team (paperless and web based, deployed to all clients).
- PROFILE OF THE CONSULTANT :
- Degree in computer science, software development or related business fields and/or equivalent work experience ;
- Minimum of 5 years’ experience in web applications design including graphics, layout, scripting, programming, etc ;
- Practical experience in HTML tools, JavaScript, CSS, SQL, graphics creation, multimedia creation ;
- Solid knowledge in mobile application design ;
- Solid understanding of navigation and GUI for maximizing usability ;
- Strong knowledge of image manipulation software ;
- Good interpersonal skills ;
- Excellent written and oral communication skills ;
- Good knowledge about guidelines for website accessibility.
- DURATION :
- The assignment duration is 1 (one) year from the date of signing the consultancy agreement ;
- The commencement date is expected for 1st January 2019.
- LOCATION :
The work will be carried out at the Bank’s Headquarters in Abidjan, Cote d’Ivoire.

- The consultants will report to the Division Manager HRSS
