The Government of the Republic of Uganda (GoU) has received financing from the African Development Bank towards the cost of the Kampala City Roads Rehabilitation Project and intends to apply part of the proceeds of this loan to make eligible payments under the contracts for “Technical Assistance Services for supporting the implementation of Bus Transit Services in the City of Kampala”.
The overall objective of the assignment is to restructure the public holding company to facilitate public intervention in the provision of transit services in Kampala whist avoiding public monopolies inertia as well as fostering efficiency gain by separating strategic and operational functions in the delivery of public transit services.
Kampala Capital City Authority (KCCA), being an authorized agent of the Government of the Republic of Uganda now invites eligible consulting firms to indicate their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services by: Describing assignments of similar nature and scope undertaken in public transportation planning, development of public transport strategies, establishing and/ structuring of public transport authorities, transport governance, preparation of public transport service plans, etc., conducted in the last ten (10) years; providing information on experience in public transport implementation support in the developing countries preferably sub-Saharan Africa region in at least five (5) projects; and indicating availability of appropriate skills/expertise among the consultant’s staff in the areas of: transportation planning, investment advisory services, traffic engineering, business planning, institutional development, transport economics, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure will be carried out using the Bank’s “Procurement Policy for Bank Funded Operations” approved October 2015 which is available on the Bank’s website at http://www.afdb.org.
Interested consultants may obtain further information at the address below during office hours 9:00 a.m. – 5:00 p.m. (Kampala local time) on Mondays to Fridays except on public holidays.
Hard copies of the expressions of interest in triplicate must be delivered to the address below by Friday 27th March 2020 at 11:00 am, Kampala local time clearly marked with the title of the assignment and applicant firm’s name and address.
