REQUEST FOR EXPRESSIONS OF INTEREST

Individual Procurement Audit Consultant for Independent Procurement Review (IPR) of the Recruitment of Consultants for Institutional Needs

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Independent Procurement Review (IPR) of the Recruitment of Consultants for Institutional Needs ;
  2. Objectives of the assignment :

2.1 The objectives of this assignment are for an Individual Procurement Audit Consultant to undertake an independent review of the recruitment processes and the management practices followed by the Bank’s Operational Units, from January 2018 to December 2019, in order to determine the compliance with the Presidential Directives PD 02/2012, PD 06/2012 and PD 02/2018. The Auditor shall compile and examine data covering the whole process of the recruitment and management Consultants including both Individual Consultants and Consulting Firms paid from the Bank’s Administrative or Capital Expenditure Budget as well as Consulting services financed by other sources of funds, such as development finance or aid institutions with which the Bank Group has concluded a cooperation agreement which requires Bank Group procedures to be used ;

2.2 The Individual Audit Consultant shall collect the necessary background information and data, review them, analyse the contents in detail, interpret any trends and draw appropriate conclusions and recommendations, for consideration by Management of the Bank. The review shall include information on exceptional recruitments, any contract modifications and amendments, the geographic distribution of the nationalities of Consultants, relevance of average fees paid for their services, any performance problems encountered and recommended solutions, as well as any on-going initiatives on the subject of the acquisition of Consultancy Services ;

2.3 The review shall, determine the level of compliance of the Bank’s User Organizational Departments’ practices, with the provisions in PD 02/2012, PD 0/2012 and PD 02/2018. In so doing, the provisions in the mentioned PDs shall be assessed for optimality with the Bank’s mission, management efficiency and delivery of results. Thus, in this exercise, a balance shall be struck between process requirements and how this meets the Bank’s delivery needs and value for money. The lessons learnt and any limitations identified in the Presidential Directives shall be incorporated into recommendations for future revisions to the PD.

  1. Scope of Works :

3.1 The Individual Consultant shall execute this assignment with the appropriate due diligence to achieve the envisaged objectives within the time and cost constraints that would be agreed upon by both parties.

3.2 The Individual Consultant shall specifically take note that PDs aim at efficiency and economy in the acquisition of consultancy services and in the performance of the ensuing contracts. These considerations require the Bank’s Consultants to provide high quality services and therefore professional qualifications and the technical quality of the Consultants Proposal shall be the most important factors in the selection process. These broad principles shall serve as the basis for the application and interpretation of the PDs’ provisions. The Audit Consultant’s work shall therefore be guided by these considerations in order to come out with identifiable trends in consulting recruitment processes and management performance.

3.3 The Consultant shall categorize the data which he/she shall gather into two parts; namely Information on Individual Consultants (IIC) and Data on Consulting Firms (DCF). These shall be examined and reviewed separately, in accordance with PDs. In cases where departures are found the Consultant shall investigate the justification for such and make recommendations to Management for future improvements.

4    Duration and Timetable for the Assignment :

4.1 The consultant shall report directly to the Director, SNFI. The intended commencement date is Monday, January 27, 2020.

4.2 The total duration of the assignment is estimated at 70 working days.

4.3 The Consultant will be expected to work in Abidjan or from home during the period of the contract.

4.4 The Consultant shall sign his Contract prior to start working. All travel arrangements if required and payments shall be in accordance with the Bank’s Travel Policy.

Bank Contribution and Supervision

5.1 The Consultant will be supervised by the Chief Procurement Officer, SNFI.

5.2 The Bank will provide the Consultant with all necessary documentation for his activities.

5.3 The sources of information in the Bank for conducting this assignment include the following :

  • DACON-Integrated Consultants Recruitment and Management System (ICRMS
  • Short listing and Recruitment Process;
  • Contract and SES data Inputs on Consultants;
  • Bilateral and Other Sources of funding from FIRM’s Files;
  • Requests for Proposals Issued by Users;
  • Evaluation Reports on Proposals Received by Users;
  • Reports from the Purchasing Committee;
  • Copies of Contracts between the Bank’s Organizational Units and Consultants;
  • Payment Information from FIFC; and
  • Performance Forms completed by Use Consultants; and
  • Recruitment and Management Files in the Organizational User Departments.
  • Any other documents identified by the Consultant as useful for this mission.

5.4  The Consultant shall prepare his specific data needs during the first week of the assignment and incorporate this in his Inception Report.

The Bank’s User Organizational Departments shall provide copies of Requests for Proposals (RFPs) issued by Users; Evaluation Reports on Consultants’ Proposals, Contracts, Payment Invoices, Consultants’ Performance Assessment Forms and all correspondence between the Users and the Consultants.

6    Deliverables Expected :

6.1 The Consultant shall prepare three Reports as follows ;

6.2 An Inception Report two weeks after starting the Assignment, setting out the details and modalities for execution of the work ;

6.3 A Draft Final Report, detailing the data collection, analysis, findings, conclusions and recommendations covering the period from January 2018 to December 2019; and

6.4 A Final Report, incorporating all the comments from the Bank, in addition to a PowerPoint presentation summarizing the main findings, conclusions and recommendations.

The Draft Final Report /Final Report shall be prepared following the format set in the TORs and shall be suitable for presentation to the Bank’s Senior Management Committee (SMCC). It will subsequently be reviewed by them and will be submitted to the President.

7    Essential Specialized Skills/Knowledge/Competencies :

7.1 The consultant to be recruited will be a Contract Management professional of repute who has been actively involved in independent procurement review processes in large Public Sectors or International Organizations in the field of public procurement. Knowledge of Africa will be an asset ;

7.2 The consultant shall have a master’s degree in a relevant discipline (e.g. engineering, science, law, procurement, business or commerce). He/she shall justify of at least 15 years of experience, out of which 10 years of specific experience in the field of procurement review and/or audit ;

7.3 Good knowledge of fiduciary policies (procurement and financial management) within the Multilateral Development Banks and familiarity with public and private procurement policies and procedures will be an asset ;

7.4 Fluency in English and French ;

7.5 Good computer skills ;

7.6 Knowing AfDB’s environment and operational policies will be an advantage.

  1. The Department SNFI/Office of the Senior Vice President Complex invites qualified experienced Individual Consultants to indicate their interest in providing the above-described services. Interested eligible individual consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (CV, documentation, references for similar services, experience in comparable assignments, etc.) ;
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  3. The estimated duration of services is seventy (70) working days within a period of five (5) months and the estimated starting date is January 27, 2020 ;

  1. REMUNERATION :

The remuneration will be an all-inclusive daily fee to be negotiated upon contract signature, and in compliance with the Bank’s stablished remuneration scale considering requisite qualifications and experience.

  1. ESTABLISHMENT OF THE SHORT LIST :

A shortlist of three to six individual consultants will be established after the deadline of the request for expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resume.
