The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment : Development of the State of Rural Water Supply, Sanitation and hygiene (WASH) in Africa Report

The Water Development and Sanitation Department (AHWS) of the African Development Bank (AfDB) has primary responsibility for supporting Regional Member Countries, to attain water security through the provision of financial, technical expertise, generation and dissemination of pertinent sector knowledge and fostering strategic partnerships.

The Water Coordination and Partnership Division (AHWS1) is responsible for water coordination and partnerships, acts in concert with AHWS.2 Division and the AWF to fulfil the mandate of the Department. Specifically, AHWS.1 leads the Bank’s work on integrated water resources management and development (including transboundary programs), fosters strategic partnerships with regional and global partners to leverage resources into the water and sanitation sectors. It also directly contributes to the work of the various initiatives and trust funds hosted under AHWS; and provides expertise to support the AHVP Vice President’s role as the Bank’s spokesperson to external audiences.

The Rural Water Supply and Sanitation Initiative (RWSSI) is an Africa-wide initiative managed by the African Development Bank. It serves as a regional common pan-African framework for all partners to invest in rural WASH and act as a platform to mobilize the finance, knowledge and capacity needed to achieve universal, sustainable provision of climate-resilient water supply and sanitation services and good hygiene practices for people in rural Africa. The RWSSI was designed as a focused regional response to the rural water supply, sanitation and hygiene (rural WASH) crisis on the African continent. Its main thrust is to support RMCs achieve sustainable rural water supply and sanitation services as outlined in the African Water Vision (AWV) 2025 and the Millennium Development Goals (MDGs), now the Sustainable Development Goals (SDGs) targets, for the Water and Sanitation Sector.

In the context of monitoring progress toward SDG6 targets, RWSSI proposes to develop a series of authoritative and evidence-based State of Rural Water Supply, Sanitation and Hygiene (WASH) sector in Africa Report to provide in-depth assessment to inform and guide WASH interventions in rural areas across Africa. The first edition, planned for publication in 2021, is intended to cast a spotlight and review two key issues: (i) Prioritization, quality and sustainability of rural WASH service delivery, and (ii) investment levels for Rural WASH. While focusing on the two topics, the report will also pay attention to issues and the situation for countries in transition and emerging from crisis, building resilience to climate change as well as innovations and technologies. With the occurrence of the COVID-19 pandemic, its impact on Rural WASH as well as post-COVID-19 perspectives will also be considered as emerging issues.

In order to fully understand the dynamics so far in the rural water and sanitation sector, the African Development Bank is seeking to hire a Consulting Firm to provide support with the development of the Report. The report will work to establish why rural areas are lagging behind and what will it take to both spark a stronger commitment from governments in Africa and have a steady effectiveness and efficiency in the interventions in rural water and sanitation sector. The study will concern the entire Africa Continent i.e in all the five Africa Regions (East, West, North, Central and South).

The Consulting Firm is expected to complete the key following services: (i) to support and coordinate the process of preparing the State of Rural Water Supply, Sanitation and Hygiene in Africa report; (ii) Analyze and synthetize information, findings, results and challenges in rural wash in Africa; (iii) Conduct data analysis and tabulations of the results from existing literature; (iv) layout and present the information in an enticing, modern and elegant design; and (v) produce other knowledge products including brief country rural WASH profiles and/or summaries based on a common scorecard.

Duration of the assignment : 6 calendar months

Tentative Date of commencement: Monday February 1st, 2021
