The Government of Kenya through the Ministry of Agriculture, Livestock and Fisheries has received financing from the African Development Bank toward the cost of the ENABLE Youth Kenya Program and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services assignment for an Incubatees Recruiting Firm for the Program.
The overall aim of this project is to train and empower youth agricultural entrepreneurs (Agripreneurs) in 8 Youth Agri-Business Incubation Centres spread across the country over a five-year period. The incubation activities will be conducted under two categories : standard incubation (for unemployed graduates) and acceleration (those already engaged in agribusiness but lack access to finance and market linkages) options.
In this context, the Ministry would like to hire a consultant firm whose role will be to screen and identify the incubatees using a specific criteria for both standard and acceleration activities. The firm should guarantee, Transparency, fairness and efficiency during the recruitment process, which will be carried out for a period of 90 days annually (once every year) for four (4) consecutive years.
The consultant is expected to use various screening methods including psychometric testing to identify youth based on aptitude and interest in Agripreneurs and identify potential entrepreneurial aptitude among prospective beneficiaries. Those who demonstrate strong interest will be eligible for the Agripreneurs training and incubation. This process should allow selection of those who qualify and deserve to be in the program, thus reducing drop outs in subsequent stages.
The Ministry of Agriculture, Livestock and Fisheries now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations,October 2015, which is available on the Bank’s website at http://www.afdb.org.
