The Government of the Republic of Angola has received financing from the African Development Bank and the African Development Fund toward the cost of the Public Procurement Technical Assistance Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Lead Consultant.
The services included under this project are consultancy services to perform the assessment of the Angolan procurement systems using the MAPS II methodology and to provide capacity building to the institutions in charge of public procurement and financial management. In particular, the Lead Consultant shall be responsible for the following: (i) conducting the assessment in accordance with the MAPS II methodology, project management, quality assurance of the data analysis and recommendations; (ii) writing the report and presentation of the report; and (iii) liaising with the African Development Bank, SNCP and public institutions to ensure the assessment is done in accordance with the MAPS II methodology and within the specified time frame.
The National Public Procurement Service (Serviço Nacional de Contratação Pública) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework for Bank Group Funded Operations” dated 2015, which is available on the Bank’s website at http://www.afdb.org.
