  1. The African Development Bank (the “Bank”) hereby invites individual consultants to indicate their interest in the following assignment : Communication Consultant.

The assignment entails working with the Bank’s syndication, co-financing and client solutions department (the “Department’) to design and implement a department marketing and communications strategy.

In consultation with Department’s communication champion, the Communication Consultant will lead the development of the Department’s communication strategy with focus on the next 2 years and in line with the Department’s strategy and keeping in mind the Bank’s 10 year strategy and oversee the implementation of the strategy.

The expectation is that the final communication strategy will comprise background and understanding of the Department’s needs, review of the Department’s existing communications infrastructure, the Bank’s institutional set up and how the Department can leverage on this; ideas on implementation of the communications strategy.

  1. The services to be provided under the assignment include assisting the Department to :
  • Develop the Department’s communication strategy in line with the department’s overall strategy and keeping in mind the Bank’s 10 year strategy ;
  • Prepare an inception report which will include – comparative analysis of the Department vs peers; stakeholder mapping; messaging; perceptions review; development of messaging if required ;
  • Lead the planning, development, and implementation of an integrated and innovative communication plan ;
  • Supports the launch and implementation of Department initiatives to strengthen the FIST value proposition within the Bank. This will span the whole project lifecycle from origination, approval, financial close/disbursement, implementation ;
  • Conceptualize and supervise the preparation, production and dissemination of original, compelling and effective content, for dissemination via print, broadcast, online and face to face channels and other outlets that help the Department engage stakeholders ;
  • Oversee planning, coordination, and logistics, often across multiple teams, for communication-related activities involving internal and external audiences ;
  • Write and/or oversee preparation of internal and external engagement content, including quarterly newsletter, case studies and other communication materials
  • Oversee or coordinate the activities of communications consultants that may be assigned to projects where transactions involve a Cofinancing element including ensuring delivery on the communication deliverables for these projects ;
  • Monitor and report on the performance of marketing and communication activities relating to syndication, co-financing and client solutions ;
  • Deploy the Bank’s communication tools and resources to reach targeted audiences ;
  • Expand and update online material related to co-financing, syndication and lending activities ;
  • Procure and manage external marketing and communications service providers to assist with implementation of the communications plan (as required) ;
  • Organize and coordinate public relations and communication for events such as business opportunities seminars, signing ceremonies, project launches, workshops, etc. ;
  • Liaising with  the  Bank’s  communication  and  external  relations  department (PCER),draft press releases and disseminate to local and international media ;
  • Prepare communications progress reports ;
  • Ensure strong coordination with resource mobilization and partnerships (FIRM), communications and external relations department, regional delivery units, operations ;
  • Liaising with PCER, reconfirm branding and identity with respect to presentation templates, email fonts, etc and enforce guidelines to maintain consistency across internal initiatives ;
  • Perform other relevant tasks as required.
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for Corporate Consultants. Please note that interest expressed by a consultant does not imply any obligation on the part of the Bank to the consultant in the shortlist ;
  2. The estimated duration of service is six (6) months and the estimated starting date is 1 December 2019 at the Bank’s headquarters in Abidjan, Cote d’Ivoire ;
  3. Interested individual consultants may obtain further information and clarifications from FISTconsultant@afbd.org ;
  4. Appendix 1 contains the TOR indicating the scope of the assignment to be undertaken as well as the services required from the selected consultants.

Interested consultants shall comment on the TOR and submit a technical proposal (including resume) on their qualifications, experience and ability to undertake this assignment (for example, documents, reference to similar services, and experience in similar assignments).

You are also requested to present your financial proposal regarding your monthly fees (all-in lump sum, the Bank does not pay separate per diem or lodging expenses for medium/long-term consultants except when on assigned travel. The Bank will provide a single round-trip economy flight (from/to point of origin).

  1. The proposals to be submitted by the selected Consultants shall be evaluated on the basis of the following criteria :

  1. Only proposals scoring 70 points or above shall be considered for this assignment. All the consultants shall be ranked and the highest ranked consultant will be selected for the Assignment if the fees are within budget limits ;
  2. The consultant shall bear his/her insurance and medical costs for the duration of his/her services ;
  3. The consultant shall take steps to obtain the visas or certificates of residence required to perform his/her duties and fulfill his/her obligations under this contract. The Bank will assist the consultant in these tasks whenever necessary ;
  4.   1. Background :

The assignment will entail working with the Bank’s syndication, co-financing and client solutions department (the “Department”), and other departments concerned across the African Development Bank, to design and implement existing marketing and communications strategy in support of the cofinancing, syndication and client solutions activities.

  1. Qualifications :
  • A master’s degree (or equivalent) in marketing/communication, business administration, banking, financial sector or related fields ;
  • Minimum of ten (10) years relevant professional experience in communications and developing communication strategies. S/he will be responsible for day to-day management of the assignment, timely completion, and quality of all deliverables ;
  • Demonstrated skills and expertise in the field of communications and knowledge of financial products ;
  • Knowledge of financial products, Africa and African development issues ;
  • Familiarity with the business processes of the Bank or similar institutions ;
  • Ability to communicate orally and in writing in English and French ;
  • Competence in relevant Microsoft business applications (Outlook, Word, Excel, PowerPoint, SharePoint, Visio, etc.) ;
  • Be a national of one of the member countries of the African Development Bank.

  1. Duration and location :

The estimated duration of services is 6 months and the estimated starting date will be 1st December 2019. The consultant will undertake the work on site at the Bank’s headquarters in Abidjan. Workspace will be provided by the Bank, including connection to the Bank’s network for consultant-provided computer.

 

  1. Reporting line :

The communications consultant will report to the Division Manager, syndication, co-financing division (FIST 1).

 

  1. Costs :

The consultant will receive a monthly lump sum commensurate with his/her experience. No additional benefits nor daily allowances will be paid. The consultant is responsible for his/her own health insurance and accommodation costs. The Bank will provide a single round-trip economy flight from/to point of origin and will cover the full costs of any required missions and provide daily allowances in accordance with the rules governing mission travel for consultants.
