Expressions of interest are being requested for an Individual Medium-term Consultant Position

 

  1. Brief description of the Assignment : The African Development Bank invites eligible consultants to indicate their Interest in providing Services to assist the Department of Renewable Energy and Energy Efficiency (PERN). The services to be provided under the Assignment include :
  • Dedicated support to the Desert to Power initiative related projects by supporting the Desert to Power Taskforce Manager and Coordinator ;
  • Drafting of resource mobilization applications ;
  • Drafting of projects concept notes ;
  • Sector-wide and country-specific research of issues related to renewables energy ;
  • Preparation of investment operations along with department staff and other relevant departments ;
  • Review and quality assurance of project preparation/appraisal documents vis-à-vis technical requirements; and
  • Undertake any other tasks that the Managers or Director may assign.

  1. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria:

a)Educational qualification and suitability for the tasks30%
b)Experience in assignment or related work described in the TOR35%
c)Experience of working with the DFIs and international donors15%
d)Knowledge and experience in the African region10%
e)Language proficiency10%

Terms of Reference for PERN Consultant

  1. Background :

1.1 The DtP initiative aims to accelerate economic development in the Sahel region through the deployment of solar technologies at scale. Specifically, DtP proposes to deliver electricity to 160 million people on-grid and 90 million off-grid and to add solar energy generation capacity of up to 10 GW through a combination of public and private interventions. The initiative covers 11 countries (Burkina Faso, Chad, Djibouti, Eritrea, Ethiopia, Mali, Mauritania, Niger, Nigeria, Senegal and Sudan). The initial rollout will focus on the G5 Sahel countries (Burkina Faso, Chad, Mali, Mauritania and Niger). It aims to develop and implement electrification program based on solar power generation including grid based, mini-grid and off-grid access scale up for households, social and economic infrastructure including energy for productive uses. The program will support ambition of the governments in the region to fight poverty, create employment for the youth, migration and desertification.

1.2 The Renewable Energy and Energy Efficiency Department (PERN) : The Renewable Energy and Energy Efficiency Department (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy and energy efficiency along with clean cooking. The department has two divisions: Renewable Energy Division and Energy Efficiency and Clean Cooking Division. These two divisions have the overall responsibility for promoting Renewable Energy, Energy Efficiency and Clean Cooking throughout the continent working both with the public sector and private sector entities.

  1. Objectives :

PERN is currently looking for a medium-term consultant to provide broad-based analytical and related support to the Desert to Power Initiative Taskforce for work that contributes towards resource mobilization, along with support for the preparation of related investment operations as required. The Consultant will work under the overall supervision of the Division Manager of PERN2.

2.1 Duties and responsibilities :

The Assignment will include, but not be limited to :

  • Dedicated support to the Desert to Power initiative related projects by supporting the Desert to Power Taskforce Manager and Coordinator ;
  • Drafting of resource mobilization applications ;
  • Drafting of projects concept notes ;
  • Sector-wide and country-specific research of issues related to renewables energy ;
  • Preparation of investment operations along with department staff and other relevant departments ;
  • Review and quality assurance of project preparation/appraisal documents vis-à-vis technical requirements ; and
  • Undertake any other tasks that the Managers or Director may assign.

 

  1. Selection Criteria (including desirable skills, knowledge and experience) :

3.1 Education : A postgraduate degree in Economics, Finance, Engineering or a related field.

3.2 Relevant Experience and Skills :

  • A minimum of five years (5) years of relevant or related professional experience ;
  • Experience of working with donor institutions and multilateral development institutions in a similar capacity is desirable ;
  • Experience of private sector operating context ;
  • Experience of project finance or credit analysis ;
  • Ability to work autonomously and in teams, and in a multi-cultural work environment ;
  • Excellent ability to communicate orally and in writing effectively in French and English (this position requires to be perfectly bilingual) ; and
  • Strong analytical skills.

  1. Duration of Assignment :

The assignment will commence at completion of the selection process and upon contract signing. The contract with the selected Consultant will last for a period of six (6) months. The duty station will be the AfDB Headquarters in Abidjan, Cote d’Ivoire. A precise work program will be agreed upon on commencement of the assignment.

  1. Timeline :

The consultancy is expected to start at mid-April, 2020 and will cover a period of six (6) months.

Any information provided by AfDB or by any other source concerning any AfDB project or activity or the bidding and appointment of the Consultant will be considered confidential and proprietary in nature and should not (except as required by law) be disclosed by the Consultant to any third party.
