Expressions of interest are being requested for a Junior Individual Consultant Position

  1. The African Development Bank (AfDB) invites eligible consultants to indicate their Interest in Services to assist the Energy Financial Solutions, Policy & Regulation as well as the Energy Partnerships Departments ;
  2. The services to be provided under the Assignment include :
  • Support ongoing core deliveries of the energy policy regulation and statistics division, including developing the country profiles on the Africa Energy Portal (AEP), completing energy sector policy action plans for selected African countries and other policy elaboration and analytical works ;
  • Contribute to develop and identify innovative financing sources for energy projects ;
  • Assist the Desert to Power Taskforce in the project preparation and resource mobilization effort ;
  • Undertake any other PEVP tasks that the PESR management may assign.

Terms of reference for the assignment is specified in Appendix I :

  1. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, CVs, experience in similar assignments, etc.) in the format specified in Appendix II ;
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the engagement of Junior Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  3. The duration of services is six (6) months ;
  4. The place of assignment is Abidjan, and ;
  5. The estimate starting date is 1st March 2020 ;

  1. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria :
Level of education in general20%

Appendix I :  Terms of Reference for PEVP junior Consultant

Background :

  1. The Power, Energy, Climate and Green Growth Sector Complex (PEVP) of the African Development Bank has the purpose of fulfilling the objectives of “Light Up and Power Africa” – principally achieving universal access to energy by 2025 across Africa. PEVP oversees strategy and policy development in the energy systems space; builds alignment across stakeholders and represents the Bank with external stakeholders; originates projects, develops new, innovative financing instruments; and ensures delivery of the “Light Up and Power Africa” agenda :
  1. Within PEVP, the Energy Financial Solutions, Policy, and Regulation Department (PESR) has among its objectives to support the Bank’s Regional Member Countries, and African sub-regions in the establishment of relevant energy policies and clear, predictable and transparent regulation frameworks to ensure financial sustainability of the sector and mobilize private investments for the development of energy projects in Africa ;
  2. Within the Renewable Energy and Energy Efficiency Department (PERN), the Desert to Power (DtP) initiative aims to accelerate economic development in the Sahel region through the deployment of solar technologies at scale. Specifically, the DtP Taskforce set up to support countries in the implementation of the initiative’s objectives, will undertake project preparation, and resource mobilizations.
  1. Objectives :

PEVP is currently looking for a medium-term junior consultant to provide broad-based analytical and related support to various activities across its divisions. The requested support will contribute towards policy and regulation analysis, resource mobilization, along with support for the preparation of related investment operations as required. The Junior Officer will work under the overall supervision of the Division Manager of PESR1.

2.1 Duties and responsibilities :

The Assignment will include, but not be limited to requiring the consultant to :

  • Assist with core ongoing deliveries of the policy, regulation and statistics division core deliverables, including developing the country profiles on the Africa Energy Portal (AEP), completing energy sector policy action plans for selected African countries and other policy elaboration and analytical works ;
  • Contribute to develop and identify innovative financing sources for energy projects ;
  • Assist the Desert to Power Taskforce in the project preparation and resource mobilization effort ;
  • Undertake any other tasks that the PESR management may assign.
  1. Selection Criteria (including desirable skills, knowledge and experience):

3.1 Education : A Masters’ degree (or its equivalent) in Economics, Finance, Engineering or a related field.

3.2 Relevant Experience, Skills and other requirements :

  • A minimum of 2 years and a maximum of four years (4) years of relevant or related professional experience ;
  • Experience of working with donor institutions and multilateral development institutions in a similar capacity is desirable ;
  • Strong analytical skills ;
  • Ability to work autonomously and in teams, and in a multi-cultural work environment ;
  • Working Level Knowledge of English or French Language and practical knowledge of the other language ;
  • Having the nationality of a Bank Member Country (regional or non-regional) ;
  • Less than 32 years age ;
  • Working level knowledge of the Bank’s standard software (Word, Excel, Access, PowerPoint and web tools) ;
  • Working level knowledge of English or French languages and practical knowledge of the other language.

  1. Duration of Assignment :

The assignment will commence at completion of the selection process and upon contract signing. The contract with the selected Consultant will last for a period of six (6) months. The duty station will be the AfDB Headquarters in Abidjan, Cote d’Ivoire. A precise work program will be agreed upon on commencement of the assignment.

  1. Timeline :

The consultancy is expected to start 1st March 2020 and will cover a period of up tosix (6) months.

  1. Confidentiality :

Any information provided by AfDB or by any other source concerning any AfDB project or activity or the bidding and appointment of the Consultant will be considered confidential and proprietary in nature and should not (except as required by law) be disclosed by the Consultant to any third party.

  • The remuneration will be based on the Consultant experience and the Bank’s Guidelines on Individual Consultants Remuneration ;
