Expressions of interest are being requested for an Individual Consultant Position

Brief description of the Assignment : The Department of Renewable Energy and Energy Efficiency (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy and promoting energy efficiency along with clean cooking.

The AfDB hereby invites qualified and seasoned Individual Consultants to indicate their interest in providing support to the Department’s ongoing/new sustainable energy programmes and projects – with an emphasis on energy efficiency. The services expected to be provided in the context of the Assignment include but are not limited to :

1. identify/follow EE&RE pipeline opportunities and support the development of TA and investment opportunities ;
2. prepare investment operations – through financial intermediaries and directly with ESCOs/public entities ;
3. support technical assistance interventions, notably development of terms of reference, implementation procedures, preparation of documents for internal and external funding ;
4. support market assessments and conduct initial technical and financial opportunities assessment ;
5. liaise as needed with other Bank projects/initiatives for increased synergy for EE project development ;
6. any other activities related to EE&RE projects identification, design, implementation, performance follow up and financial and technical risk analysis

Appendix 1: Terms of Reference for Individual Consultant

1. Introduction / Background

The Renewable Energy and Energy Efficiency Department (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy and energy efficiency along with clean cooking. The Department implements its mandate by working with both public sector and private sector entities.

2. Objectives of the Assignment

The Individual Consultant will be responsible for providing broad-based support to the department for ongoing/new sustainable energy programmes and projects – with an emphasis on energy efficiency.

3. Main activities and deliverables

The Assignment will include, but not be limited to :

1. identify/follow EE&RE pipeline opportunities and support the development of TA and investment opportunities ;
2. prepare investment operations – through financial intermediaries and directly with ESCOs/public entities ;
3. support technical assistance interventions, notably development of terms of reference, implementation procedures, preparation of documents for internal and external funding ;
4. support market assessments and conduct initial technical and financial opportunities assessment ;
5. liaise as needed with other Bank projects/initiatives for increased synergy for EE project development ;
6. any other activities related to EE&RE projects identification, design, implementation, performance follow up and financial and technical risk analysis ;
7. any other activities as requested by the Department’s management team e.g. support for Desert to Power

4. Administration/reporting

The Individual Consultant will work under the overall supervision of the relevant Division Manager(s) in the Department.

5. Duration and place of the assignment

Six (6) calendar months, based in Abidjan, Côte d’Ivoire

6. Qualifications and Experience required :

Education : A postgraduate degree in Energy, Finance, Public Policy or a related field.

Relevant Experience and Skills :

• Approximately 10 years of relevant or related professional experience in sustainable energy with an emphasis on energy efficiency
• Appropriate experience with the private sector ;
• Experience of working with governments institutions in charge of EE&RE opportunities development and EE&RE projects implementation and follow up ;
• Experience of working with donor institutions and multilateral development institutions in a similar capacity is essential ;
• Deep understanding of African countries/regions ;
• Ability to work autonomously and in teams, and in a multi-cultural work environment ;
• Excellent ability to communicate orally and in writing effectively in both French and English.
