Background :

The Government of Liberia through the Ministry of Finance and Development Planning received US$1,400,000 for the Technical and Capacity Building Assistance Project funded by the African Development Bank. The project primary objective is to support the Government of Liberia strengthen its capacity to deliver the much needed services to its people. The project is composed of three components and one of them is to support the elaboration of the Government’s National Development Strategy, through the preparation of sector strategies and programs for key sectors of the economy. The project intends to apply part of the proceeds of the funding for eligible payment under the contract to hire an individual consultant to develop a Five Year Infrastructure Strategic Plan (5-ISP) for both vertical and horizontal Public Infrastructures for the Ministry of Public Works.

Objective of the Assignment :

The core objectives of the assignment are :

  • To develop the Ministry of Public Works’ Five-Years (2019-2024) Infrastructure Strategic Plan that will program and prioritize the key infrastructure needs to be implemented yearly in order to achieve aspects of the Pro-Poor Agenda for Prosperity and Development (PAPD) ;
  • To develop a sector plan in consonance with existing programs of the Ministry with the PAPD as a guiding document for the Plan’s structure ;
  • To ensure active and adequate participation by all actors through a sector conference dubbed Infrastructure Sector Review Conference for inputs by different stakeholders; finalization and adoption of key Action Points and timelines. This would ensure a broad-based consultative process involving stakeholders from public, private, civil society organizations and government institutions ;
  • To also develop a Result Based Monitoring and Evaluation Framework with clear timelines for execution.

 

MAIN FOCUS OF THE ASSIGNMENT :

The assignment of the Consultant shall focus on two major components :

  1. Preparation of the Five-Year Infrastructure Strategic Plan ;
  2. Organization of an Infrastructure Sector Review Conference for the validation of the Strategic Plan and adoption for implementation.

The Strategic Plan must include a review of the Ministry’s core functions and identify weak links that require a policy shift and recommend a roadmap for execution within the next five years on an annual basis. The Strategic Plan for the MPW should outline priority focus to attain the Ministry’s vision in accordance with the PAPD which would include :

  • Identifying and outlining ongoing projects and programs of the Ministry, including their progress status using appropriate project or program presentation tools ;
  • Highlighting significant areas of the PAPD that have no progress and provide a strategy for implementation in the strategic plan ;
  • Identifying strategic public infrastructure needs that have not yet commenced ;
  • Identify desired infrastructure studies and formulate detailed programs to support decentralization objectives highlighted in the PAPD in line with MPW core objectives ;
  • The Strategic plan should aim at achieving the following: (a) set targets for indicators and achieving expected outcomes in line with the National Development Plan; b) Consider the expectations of stakeholders and Liberia’s development needs c) formulate annual budget to commensurate with the Strategic Plan in terms of resource requirements for projections.

The Infrastructure Sector Review Conference would be organized and facilitated by the consultant on behalf of the Ministry of Public Works. The methodology for the organization would include setting up a panel of both MPW and other stakeholders for review and discussions of the draft Strategic Plan and making inputs for its adoption. Strategic donor partners would also be allowed to make recommendations for inclusion into the plan as well as present the progress of their respective programs and its alignment to the plan. The facilitator of the conference would therefore ensure the presence and participation of sector actors including civil society groups, law makers, donor partners, associated government institutions, including local commissioners and city councils.

The Conference should discuss the core aspects of the plan and validate the steps to ensure it reflects the sector needs and covers sufficiently broad aspects of infrastructure needs in line with MPW’s priorities.

The Scope of the Assignment :

The Consultant will provide services on the basis of international best practices and professional standards acceptable to the Government of Liberia which cover activities necessary to accomplish the objectives of the consultancy, whether or not a specific activity is cited in this Term of Reference (TOR). The Consultant should adopt a consultative and participatory approach for collecting information and data to ensure timely completion. He/she will lead and guide the process leading to the finalization of the Five-Year Infrastructure Plan and its finalization and inputs through the Infrastructure Sector Conference.

The scope of works will include but not be limited to :

  1. Carrying out a desk review of relevant documents to understand the legal frame work of the Ministry constitutional, legislative and policy mandates, legal framework, key functions, values and principles of the MPW. The current vision and mission statement, core values, goals and initiatives must also be evaluated and, if necessary, updated and restructured to inform the new Strategic Plan ;
  2. Review organizational structure, financial, administrative systems and capacity gaps against the Ministry’s mandate and, where applicable, make recommendations for policy shift ;
  3. Develop a methodology that will reflect strategic outcome-oriented goals and an economically effective plan for objectives achievement ;
  4. Developing a Results Based Monitoring and Evaluation Framework, identifying and reviewing Key Performance Indicators (KPIs) for each sub-sector ;
  5. Analyzing Budget Priorities and focus for the period of implementation ;
  6. Plan and organize a Strategic Infrastructure Sector Conference involving stakeholders in the road and infrastructure sector for a comprehensive dialogue and review of the plan for adoption and action.

Required Qualifications and Experience :

The Consultant must have the following qualifications and experience :

  1. At least a Master’s Degree in Engineering or Economics or Political Economy or Public Policy ;
  2. At least 7 years’ experience in developing sector strategies for government or private institutions ;
  3. Prior experience in leading strategic planning processes of at least 2 projects or programs ;
  4. At least 5 years’ experience in program management and understanding of the planning and funding cycles of the public sector and development financing organizations ;
  5. Experience in working for or with developing country governments will be an asset ;
  6. Prior experience in the facilitation of stakeholder engagements and workshops.

Duration of Assignment : 100 Calendar Days
