The Republic of The Gambia has received financing from the African Development Bank toward the cost of the Africa Disaster Risk Financing (ADRiFi) Programme, and intends to apply part of the agreed amount for this grant to payments under the contract for the recruitment of an individual Consultant for the development of Disaster Risk Financing Strategy. This Expression of Interest follows the General Procurement Notice (GPN) for the above project which appeared on both the African Development Bank Group’s Internet Website: http://www.afdb.org
The services included under this project are: (i) clarify the cost of disasters, assess the financial risks to government associated with disasters and identify different layers of risk; (ii) quantify the financial gap between available financial resources and needs; (iii) analyse whether additional risk financing instruments are necessary to meet financing needs after disasters; and (iv) evaluate whether there is a need to strengthen risk financing delivery systems and decision processes.
The National Disaster Management Agency (NDMA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Framework and Methodology for Bank’s Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
Interested consultants may obtain further information at the address below during office hours 8:30am to 16:00hrs from Mondays-Thursdays and 8:30hrs to 12:30hrs on Fridays.
Expressions of interest must be delivered to the address below by 30th March 2020 at 12:00 mid-day and mention “’ Disaster Risk Financing Strategy Consultancy GM-ADRiFi/Y2/CS/01/2020’’.
