INTRODUCTION :

The African Development Bank (AfDB) is a leading development finance institution on the continent focused on promoting economic development and poverty reduction. It engages with the full range and complexity of development challenges in Africa together with a variety of stakeholders including governments, the private sector and civil societies.

The Regional Directorate General East (RDGE) of the AfDB is the Regional Development and Business Delivery Hub for Eastern Africa with the overall responsibility to drive the development of the Bank’s operations in the public and private sectors in Regional Member Countries (RMCs) namely in Kenya, Uganda, Tanzania, Rwanda, Burundi, Seychelles, Ethiopia, Djibouti, Sudan, South Sudan, Eritrea, Comoros and Somalia. In addition, the RDGE based in Nairobi, Kenya, leads dialogue with Governments, the private sector, civil society and development partners of the 13 RMCs as well as the implementation, monitoring and evaluation of the Bank’s overall programs in the East Africa Region.

The RDGE is mandated to deliver on the Bank’s commitments including investments in private sector entities, industrialization and financial services development across the East Africa Region. The Directorate wishes to retain a Junior Consultant to support follow up on implementation and quality of the portfolio.

POSITION SUMMARY :

The Junior Consultant- Support to Portfolio Implementation and Quality Monitoring will serve as a critical support to the managers and officers in all sectors within the RDGE, Headquarters in Abidjan and external stakeholders in RMCs. The Junior Consultant will progressively become a key point of contact for Portfolio Monitoring under the direct supervision of the Regional Program Officer and reporting to the Manager RDGE 4. S/he will engage regularly with a wide range of key stakeholders across sectors to manage the flow and exchange of information, streamline interactions with key actors, support the planning and accomplishment of the department’s goals and vision and facilitate initiatives on behalf of the Director General.

The Junior Consultant will also engage closely with Support Departments (Disbursement, Financial Management, Procurement, Legal, Secretary General, Strategy, Safeguards…) to provide strategic support as needed, ensure close integration, coordination and timely execution of activities, identify and address/ elevate key issues that cut across sector teams and play a key role in keeping strategic programs, partnerships, and operations’ related activities on track. Ideal candidate will be a skillful, dedicated and tactful self-starter with international experience in coordination, process design and implementation, a proven track record of successful execution in the private sector specifically in Eastern Africa, and the ability to render support and actively contribute to all aspects of the department.

This position will report to the Eastern Africa Regional Development Business Delivery Hub (RDGE) based in Nairobi, Kenya.

SCOPE OF THE ASSIGNEMENT :

The African Development Bank (AfDB) is recruiting a qualified individual Junior Consultant to be based in Nairobi for the task of supporting the Portfolio and Implementation Support Department.

A) ESSENTIAL DUTIES & RESPONSIBILITIES :

Under the overall supervision of the Eastern Africa Regional Development Business Delivery Hub (RDGE), Sector Managers in close collaboration with Task Managers, the Consultant’s assignment shall include but not limited to the following tasks :

  1. Support the issue of specific reports for the bi-monthly meeting on work program, annual IOP and portfolio performance status ;
  2. Support the Delivery Team with preparation and co-ordination of Country Team meetings. This includes sending out calendar invitations, taking minutes during the meeting if requested and circulation of revised documentation to the stakeholders ;
  3. Preparation of synthetic portfolio issues report for the bi-monthly management meetings. This includes the outcome of follow up on portfolio performance issues with task managers and Country Program Officers ;
  4. Ensuring the Country Program Officers and Task Managers update the Regional Delivery Dashboard with key actions timely to resolve flagged operations ;
  5. Prepare a bi-monthly report on major issues affecting the portfolio for Senior Management’s attention ;
  6. Support the Delivery team and senior management to Monitor the regions KPIs and recommend actions required to ensure the region meets its KPIs ;
  7. Conduct an analysis of the region’s portfolio to give the senior management a snapshot of the current state vs the yearly target ;
  8. Follow up on the development and implementation of the already identified projects ;
  9. Developing, as needed, processes, protocols, templates, etc. that enable the smooth functioning and integration of different operational activities ;
  10. Participate in the planning and execution of promotional seminars and Business Opportunities Workshops.

B) DELIVERABLES :

The following deliverables will be produced/ coordinated by the Junior Consultant :

  • Summarize pipeline of projects on a country by country basis to be considered for processing by management ;
  • Bi-monthly portfolio report with detailed actions from task managers ;
  • Portfolio analysis of where the region stands in comparison to the yearly KPIs ;
  • Other deliverables that may be requested.

REQUIRED QUALIFICATIONS :

  • Minimum Master’s degree with focus on economics, business management, statistics, environment, social studies or finance ;
  • At least 2 years’ relevant professional experience in project management or other strategically and analytically focused roles in private or development sectors ;
  • Interest in and familiarity with coordinating and managing projects in the East Africa region ;
  • Deep understanding of private sector operations in emerging markets and ability to effectively engage stakeholders within the government, business, donor and NGO sectors ;
  • Ability to collaborate effectively with and manage a number of different personalities in a multidisciplinary and multi-sector environment ;
  • Exceptional oral and written communication skills in English for a diverse range of audiences; skills in French will be an added advantage ;
  • Strong analytical, organizational and adaptive problem-solving skills and good attention to detail ;
  • Ability to independently organize work, prioritize tasks, initiate process improvements where required and handle simultaneous assignments with success and accuracy in a timely manner ;
  • Strong team player, highly energetic, proactive, results oriented, committed self-starter and creative thinker ;
  • Excellent proficiency with Excel and PowerPoint tools.
