EXPRESSION OF INTEREST

Individual Local Consultant in Communication

 

  1. Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth ;
  2. The Liberia Country office of the African Development Bank was established to strengthen dialogue with Government, Development Partners, Private sector and Civil Society within the framework of formulating the country’s policies, development programs, as well as the implementation, monitoring and evaluation of its poverty reduction strategy. The Country office is also tasked with supporting the operational functions of the Bank in assuring a timely commencement and monitoring of projects and programs in Liberia, strengthen project management, promote a participative approach and regional integration ;
  3. The African Development Bank and European Commission have signed a co-financing agreement to finance the Mano River Union (MRU) Road Development and Transport Facilitation program phase II in a view to promote regional integration and to attain better development results for the countries concerned ;
  4. As part of the implementation of the aforementioned project, the African Development Bank intends to recruit a local consultant to support the Liberia Country Office, as well as the project management Team, to develop a range of media communication geared towards raising awareness and informing of the Bank’s interventions in Liberia in general but with specific attention to the MRU Road Development and Transport Facilitation program phase II project, co-financed with the European Commission. The media communication will target various groups such as the Authorities in member countries, beneficiaries, mass media and civil society organizations etc.

The specific responsibilities of the consultant will include :

  • Producing quarterly newsletters/information bulletins ;
  • Developing a brochure and leaflets on the projects (a minimum of 4 pages, A4 or A5) ;
  • Making banners and posters of the projects. These banners and posters should include EU and AfDB logos and reflect the visual identity of the projects ;
  • Ensure the online visibility of the Bank and the European Union ;
  • Ensure a web presence ;
  • Write and disseminate press releases as may be needed ;
  • Produce content for the Bank’s various communication media (Bank in Action, intranet, internet) ;
  • Produce communication materials such as posters and flyers for different events ;
  • Create dedicated web pages that will be integrated into the Bank’s website as well as the EU delegation site in Liberia ;
  • Invite all partners to communicate about projects via communication channels (Facebook page, twitter, etc) ;
  • Sort, index and archive posts, photos and videos on an internal platform ;
  • Produce video clips on projects for posting on video sharing sites ;
  • Review and publish reports and studies once they are completed, ensuring that visual identity is respected.
  1. The Communication Consultant shall meet the following qualification and expertise criteria :
  • An undergraduate degree and 10 years professional experience or a graduate degree and 8 years of professional experience in the field of communication, journalism, or public relations;
  • Proven experience in developing and implementing results-oriented management communication strategies;
  • Being able to communicate and write effectively in English and/or French, with a practical knowledge of the other language
  • Excellent mastery of standard software such as Word, Excel, PowerPoint and Outlook, as well as internet and social networks;
  • Experience working within multicultural teams and international organizations or multinationals;
  • Knowledge of Liberia and development issues;
  • A demonstrated experience in animation and presentation skills would be an asset.
  1. The assignment is for an initial period of 3 months, renewable based on satisfactory performance by the consultant and the availability of resources ;
  2. The Liberia Country Office invites Individual Consultants to apply for the services described above. The interested Individual Consultants must provide information on their ability and experience to demonstrate that they are qualified for the services (documentation, reference of similar services, experience in comparable assignments, etc.) ;
  3. The short-listed consultants will be evaluated according to the following criteria based on their updated CV.

Educational Qualification- 20%

  • General Work Experience- 20% ;
  • Specific Work Experience relevant to the assignment – 30% ;
  • Similar Experience in a development partner environment – 30%.
