TO PREPARE THE FINAL REPORT OF THE CONGO BASIN FOREST FUND (CBFF)

Brief description of the Assignment : Working from the Bank’s headquarters in Abidjan, the purpose of the assignment is to prepare the final report of the Congo Basin Forest Fund (CBFF).

TERMS OF REFERENCE FOR THE RECRUITMENT OF A CONSULTANT TO PREPARE THE FINAL REPORT FOR THE CONGO BASIN FOREST FUND

  1. INTRODUCTION

1.1 Hosted by the African Development Bank (AfDB or the Bank), the overall goal of the Congo Basin Forest Fund (CBFF) was to alleviate poverty and to address climate change through reducing (slowing and eventually reversing) the rates of deforestation and forest degradation in the Congo Basin. The Fund was launched in London in June 2008 by the governments of the United Kingdom (UK) and Norway, together with the forestry ministries of member states of the Central African Forest Commission (COMIFAC). The CBFF received an initial pledge of € 119 million from the UK and Norway. The Canadian government contributed an additional CAD$20 million in 2013.

1.2 The CBFF was set up as a pilot climate finance mechanism for an initial period of 10 years (2008-2018). The Fund reached its sunset date on 31st December 2018. According to the Independent Evaluation of the CBFF completed in June 2017, the Fund has performed well, despite challenges in terms of efficiency in the delivery of its projects. The Fund has achieved and at times exceeded 80% of its results indicators.

1.3 The CBFF has amassed rich lessons learned from its design and management of forestry projects that future climate finance initiatives can be inspired by. These lessons have enabled the CBFF to position itself as a knowledge broker in the fight against the adverse effects of climate change by both helping to protect the Congo Basin rainforests and improving livelihoods for some of the over 75 million men and women who depend on its resources.

1.4 The AfDB’s Agriculture and Agro-industry Department (AHAI), former host of the CBFF, is seeking a talented and creative communications consultant to write the Final Report for the Fund. This Final Report will serve as a communication piece, highlighting all of the results and achievements of the CBFF and touching on challenges and lessons learned. The report of a maximum of 20 pages is intended for a wide audience: COMIFAC member countries, CBFF grantees, AfDB staff, CBFF donors and other development partners. The consultancy is for a period of two (2) months. The consultant will have to work from the Bank’s Headquarters in Abidjan, Côte d’Ivoire.

  1. TASKS OF THE CONSULTANT

2.1 Under the overall coordination of the AHAI Director and the direct supervision of the consultant serving as Coordinator for the closeout of the CBFF, the Consultant will play a leading role in preparing the Final Report for the Fund. Her / His specific duties will include:

  1. Reviewing of all CBFF documents including:

CBFF Annual Reports

CBFF Projects annual, mid-term review and project completion reports ;

CBFF Governing Council Meetings’ Minutes;

CBFF Operational Effectiveness Review; and

The Independent Evaluation and associated management response

  1. Leading the brainstorming on the structure and layout of the Report
  2. Preparing the initial draft and Final Reports
  3. Leading the Report internal review and editing process
  4. Working with the AfDB’s communications department on creating a visual design for the Report
  5. Make sure that the report outlines the lessons learned and recommendations for the different parties: participating governments,
  6. Finalizing the Report
  7. Preparing a slide deck to present the objective, methodology followed and the salient outcomes (lessons learned and recommendations) of the work conducted.
  1. SELECTION CRITERIA (INCLUDING DESIRED SKILLS, KNOWLEDGE AND EXPERIENCE)
  2. A minimum of a M.A. in Communications, Marketing, , or related fields with a minimum of 10 years experience; or a B.A. in communications with a minimum of 15 years experience ;
  3. Excellent project management skills and experience overseeing external publications and/or reports for similar international organizations with activities in multiple countries ;
  4. An established track record in outreach, communications, branding and design of other marketing materials that “pitch” international development work in a compelling way ;
  5. Outstanding proficiency in written communication skills and excellent interpersonal communications skills when working with a variety of diverse partners and team members, including during the internal review and editing process ;
  6. Ability to present information in a creative, clear, concise and compelling manner to help convey the CBFF achievements ;
  7. Excellent time-management skills and timely completion of work ;
  8. Must be detail-oriented ;
  9. Working knowledge of international development is essential ;
  10. Very good interpersonal skills: ability to establish and maintain effective working relationships ;
  11. Excellent reading, writing and verbal communication in English and a working knowledge of French. Proficiency in both English and French is a definite advantage;
  12. Proficiency in the use of standard Bank software (Outlook, Word, Excel, Access and PowerPoint)
  1. TIME FRAME AND PLACE OF WORK

The Consultant will commence the assignment on 07 October 2019. It is anticipated to last for a period of two (2) months. The assignment takes place at the Bank’s headquarters in Abidjan, Côte d’Ivoire requires full-time presence in its offices.
