1). The Federal Government of Nigeria (FGN) has received a loan from the Africa Development Bank (AFDB) towards the cost for the Ebonyi State Ring Road Project and it intends to apply part of the proceeds for toward payments under the contracts for Procurement of Contractors for the Construction of the Ebonyi State Ring Road Project, Section III: Nwezenyi – Ndoko (32.45 km), and (iv) Section IV: Ndoko – Ezzamgbo (32.45km)) of the Ebonyi State Ring Road Project.
The Ebonyi State Ring Road Project Objective is to contribute to socio-economic development, poverty reduction through improved road transport infrastructure to reduce road maintenance costs, vehicle operating cost and travel time. Procurement of Contractors for the Reconstruction of the Abakaliki Ring Road Project Section III: Nwezenyi – Ndoko (32.45km) and Section IV: Ndoko – Ezzamgbo (32.45km) is hereby required via this process ;
2). The State Project Implementation Unit (SPIU), Ebonyi State – Ebonyi State Ring Road Project (EBRRP) on behalf of Ebonyi State Government now invites sealed Application in form of Pr – qualification document from eligible Applicants – bidders for Procurement of Contractors For the Reconstruction of the Abakaliki Ring Road Project Section III: Nwezenyi – Ndoko.

- A complete set of Pre- qualification documents in English Language may be purchased by interested eligible Applicants upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Fifty Thousand naira (N50, 000.00) plus Courier of N30,000.00 (Equivalent of US$163.90 + 98.36 to be Courier to the firm) if the firm(s) cannot pick the bidding documents from the Project office. The method of payment will be through Bank transfer or direct payment in favor of Project Coordinator Abakaliki Ring Road Project. - Application must be delivered to the address below on or before 12.00 Noon on 12: 00 Noon Thursday October 31, 2019. Electronic bidding will not be permitted. Late Application will be rejected. Applications will be publicly opened in the presence of the Applicants’ designated representatives and anyone who choose to attend at the address below ;
- Firms that cannot meet the following key qualification requirements are encouraged to form Joint Ventures to enhance their capacity to participate in the Prequalification Process ;
- Eligibility and Qualification Criteria for each lot. Applicant shall be allowed to bid for any of both lots, however, it may only be awarded a both contracts if it meets the aggregated requirements for both lots.
- Average annual turnover requirement
Minimum average annual turnover of :
- Lot 1: Forty Million US Dollars (US$ 40,000,000.00 ) or N12,200,000,000.00 or equivalent amount in other currencies ;
- Lot 2: Thirty Million US Dollars (US$ 30,000,000.00) or N9,100,000,000.00 or equivalent amount in other currencies.
Calculated as total average annual turnover from the firm’s audited Account or Financial Statement for the last three (3) years.
- Financial Resources:
The Applicant shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as follows :
- Lot 1: Six Million US Dollars (US$ 6,000,000.00) or N2,100,000,000.00 or equivalent amount in other currencies ;
- Lot 2: Five Million US Dollars (US$ 5,000,000.00 ) or N1,600,000,000.00 or equivalent amount in other currencies.
(c ) Specific Experience
At least two (2) contracts that have been satisfactorily completed as a prime contractor, joint venture member, management contractor or subcontractor each of minimum value of Thirteen Million US Dollars (US$ 13,000,000.00)
It is required that two contracts should be in the construction of min. 30 km of rigid paved (reinforced concrete) road and at least one contract executed in an environment similar to this contract.
- A Pre-bid meeting would be held at the address below on Monday October 7, 2019, which is Two Weeks before the tender opening date by 12:00 noon to allow potential bidders seek clarifications on the bidding document. Please note that the minutes of the meeting shall be circulated to all applicants.
