The Government of Rwanda has received funds (Grant) from the African Development Bank, acting for the EU-Africa Infrastructure Trust Fund (EI-AITF), towards the cost of implementation of the Multinational: Uganda/Rwanda: Busega – Mpigi and Kagitumba-Kayonza – Rusumo Roads Project: Rehabilitation and Widening Works for Kagitumba-Kayonza – Rusumo Road (208 km), and intends to apply part of this grant to cover eligible payments for the Consultancy Services to support to the transport sector : “Capacity Building to Women Informal Cross Border Traders in Rwanda under the Project Entitled “Inclusive Cross Border Trade Capacity Development”.

The services included under this project are the “Capacity Building to Women Informal Cross Border Traders in Rwanda under the Project Entitled “Inclusive Cross Border Trade Capacity Development”. The consultant firm will be selected in accordance with the Quality and Cost Based Selection (QCBS). The duration of services is six (6) months.

Rwanda Transport Development Agency (RTDA) now invites eligible consultants to express their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (completion certificates, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their capacity and qualifications. The nature of association, whether a joint venture or a sub-consultancy should clearly be stated in the Expression of Interest. In case of joint venture, the firm leading the joint venture should be mentioned. Joint Venture partners must be jointly and severally liable. For skills and technology transfer, International consultants are encouraged to associate with local consultants. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework, Dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
