  1. Background

The Operations Committee Secretariat & Quality Assurance Department (SNOQ) works to continuously enhance the quality and timely delivery of African Development Bank operations, with a view of enhancing of development impact of operations.

The Quality Assurance Division (SNOQ.2) is custodian of a series of tools used for quality assurance, including (i) Readiness Reviews (RR) for quality at entry, (ii) implementation progress reports (IPR); project completion reports (PCRs) and the results based logical framework (RBLF). These tools are used by project task teams and by the Technical Quality Assurance Committee (TCAQ) to assure quality throughout the project cycle.

The Quality Assurance Division is recruiting three consultants to work collaboratively with staff in the Division to support the implementation of newly revised versions of two of the tools: the enhanced readiness review (notably the section relating to “results readiness”) and the standard results framework.

  1. Duties, Responsibilities and Expected Achievements

The services of three Consultants are required to assist SNOQ.2 in implementing revised quality assurance tools. Specific duties and responsibilities are outlined hereunder :

  • Support delivery of the newly enhanced Readiness Reviews (RR) for Project Appraisal Reports (PAR) of sovereign operations, notably sections on results readiness (including results framework, underlying analysis) ;
  • Provide quality enhancement guidance on individual projects and hands-on guidance to task teams, especially in relation to results frameworks ;
  • Contribute to the training/coaching of staff on Enhanced Readiness Review and/or other quality assurance tools ;
  • Contribute to analytical work produced by the division, including on compliance with quality assurance tools ;
  • Undertake any other tasks/assignments as assigned by the Manager SNOQ.2.

  1. Management/supervision of the consultancy :

The consultants will work under the overall guidance of the SNOQ.2 Manager, and report directly to a Quality Assurance Officer. It is anticipated that the consultant will work remotely.

  1. Essential Qualifications and Experience :
  2. Hold at least a Master’s degree in business administration, economics, development studies, economics or related discipline ;
  3. In-depth expertise in results measurement, preferably in an international development or African context. Including experience in development of robust results frameworks, and practical monitoring and evaluation ;
  4. Have a minimum of ten years of relevant professional experience in operations/projects as task manager in charge of preparation, monitoring and evaluation/results measurement, quality assurance/control of projects. Experience of developing and/or M+E relating country strategies would be an asset ;
  5. Experience in conducting or reviewing economic/financial analysis in the context of investment projects or development programmes ;
  6. Combined experience of working in both public sector and private sector development/investment projects is an advantage ;
  7. Knowledge and practice of operational policies, procedures, and review processes of multilateral development banks or other development agencies ;
  8. Experience working directly and providing technical support to operations staff.
  9. Excellent written communication skills in English and/or French.

  1. Language skills :

English and French are the working languages of the African Development Bank. The consultant should be able to communicate and write effectively in French or English, with good working knowledge of the other language.

  1. Duration of the Assignment :

The duration of the assignment is envisaged for up to 75 working days (home based) for each consultant over the period January to December 2020.

  1. Remuneration for the Assignment :

Payment of honorarium will be based on an agreed daily fee, billed on a periodic basis after satisfactory execution of duties.

The consultant will be eligible for travel expenses (air ticket, hotel accommodation and per diem) if assigned on a Bank Mission during the duration of the contract. No other travel expenses will be incurred by the Consultant.
