  1. The African Development Bank, in collaboration with the African Energy Commission (AFREC), hereby invites Consulting Firms to indicate their interest in the following Assignment: Updating and Improving the “Africa Energy Information System” (the “AEIS”) with the purpose of increasing the quality and the coverage of the energy data and statistics collected by the African Energy Commission (AFREC) (the “Assignment”) ;
  2. The Terms of Reference in respect of designing and developing the AEIS, which includes detailed description of the AEIS proposed design, will be distributed to firms that will be short-listed to receive the Call for Proposals. However, at this stage, interested firms should consider the following requirements as the main characteristics of the AEIS :
  • Design of a new AFREC Energy Statistics database: In the process of modernizing the African Energy Information System (AEIS), there is a need for updating the Africa energy questionnaires used by AFREC and to develop the associated documentation to allow for the data collected to be more complete, more transparent, available quicker and overall of higher quality. In addition to the existing questionnaires available at https://afrec-energy.org/En/bds.html , new questionnaires should take into account the inclusion of energy data related to energy efficiency, energy prices and taxes, bioenergy data and Sustainable Development Goals (SDG7) indicators. The set of questionnaires developed in compliance with the above characteristics will underline the design and the new structure of the AEIS database system. This part of the assignment will require a highly and proven competency in energy statistics, energy information system and/or energy economics ;
  • AEIS online data collection/submission section: The designed questionnaire from the section a/ above will be implemented in MS Excel, which will serve, at the same time, as a tool designed for National focal points (NFP) in African Countries to help in the submission of data to AFREC. This tool must have the following features: (i) online capability (i.e. sending and retrieving the data, not the excel file, from anywhere); (ii) time series ability; (iii) data validation faculty; (iv) multilingual; (v) metadata documented; and (vi) linked to a relational database (SQL Server preferred). This part of the assignment demands a high profile in VBA and relational database development working together ;
  • AEIS Data visualization tool section: Following the above sections a/ and b/, AFREC requires an integration of a visualization tool to help in the assessment of the development of the African Energy Sector. The tool must provide the following: (i) Energy balance for all 55 African countries; (ii) Dashboard (including charts, tables, etc.) to facilitate the understanding of the data; and (iii) Country pages related to the Energy Statistics Publication of AFREC. This visualization tool must provide the above three components in two formats which are Excel-based and Web-based. An expertise in data visualization through Excel and the web is highly demanded here ;
  • Training section: Along with the transfer of the AEIS to AFREC, a training program must be developed for two types of stakeholders: (i) AFREC staff; and (ii) the National focal points. Specifically, the requirement under this assignment is the preparation and the design of the training materials for both categories of stakeholders (training program, training documents, and manuals). The consultant firm will conduct the training program.
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy for recruitment of Corporate Consultants. Please note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  2. The estimated duration of the services is about 6 months. The estimated starting date is 2 December 2019 ;

  4. Place of the Assignment : The recruited Consulting Firm can undertake the “Assignment” from its home, and it is expected to conduct few field missions to Algiers in Algeria ;
  5. Expressions of interest must be received at the address below no later than 13 November 2019 at 11:59 p.m. local time (GMT) and specifically mentioning : “Africa Energy Information System (the “AEIS”)”.
