The Government of Kenya through the Ministry of Agriculture, Livestock and Fisheries has received financing from the African Development Bank toward the cost of the ENABLE Youth Kenya Program and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services assignment for Incubation and Training Service Provider for the Program.
The services included under this project are to train and empower youth agricultural entrepreneurs (Agripreneurs) in 8 Youth Agri-Business Incubation Centres spread across the country over a five-year period. The incubation activities will be conducted under two categories: standard incubation (for unemployed graduates) and acceleration (those already engaged in agribusiness but lack access to finance and market linkages) options. About 60% of the target youth is expected to be fresh graduates while 40% will be those already engaged in activities of agriculture value chains (accelerator program).
Incubations will be conducted in four cycles with a maximum of 12 months duration in each of the selected incubation centres, while accelerations will be conducted from few weeks to several months. The project will span the entire agriculture value chain – production, including in key commodities and staples, livestock and aquaculture; processing and value addition; input supplies, including equipment leasing, seeds and fertilizers; marketing, including buying and selling of agricultural produce, and exports. In this context, the Ministry would like to hire a service provider specialized in the field to design and support the implementation of an agribusiness incubation and acceleration program for the ENABLE Youth Kenya Program.
The Ministry of Agriculture, Livestock, and Fisheries now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations,
October 2015, which is available on the Bank’s website at http://www.afdb.org.
