  1. The hereby invites Consulting Firms to indicate their interest in the following Assignment : Consultant to support outreach on Civil Society and Community Engagement.

The purpose of the consultancy is to conduct the outreach activities of the Division by elaborating and implementing the Bank’s outreach strategy on Civil Society Engagement (CSE).

  1. Task and deliverables

Under the supervision of the Civil Society and Community Engagement Division Manager, the selected consultant will be responsible for the following :

  • Develop and implement an outreach strategy on Civil Society Engagement ;
  • Elaborate and disseminate the Bank Civil Society Engagement Newsletter and other outreach products ;
  • Manage social media, and increase online visibility with notably the setting up of a committee of digital bloggers with whom the Division will be collaborating ;
  • Organize a Bloggers workshop to gather bloggers from all over the continent and open up discussions on civil society engagement via digital platforms ;
  • Enhance internal information on Civil Society Engagement via information messages on Civil Society sent within the Bank and an internal campaign ;
  • Enhance partnership with Civil Society Organizations by elaborating messages to be sent out to them in collaboration with the Capacity Building Officer ;
  • Support the production of knowledge products (blogs, studies) ;
  • Assist the Division for all the activities related to outreach on Civil Society Engagement.
  1. The Civil Society and Community Engagement Division (AHGC2) invites candidates indicate their interest in providing the above-described services. Interested eligible consultants shall provide information on their qualifications and experience demonstrating their ability to provide the services ;
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Rules and Procedure for the Selection of Consultants ;
  1. The consultancy is on a full time basis for a period of 6 months starting from 02 March 2020 to 01 September 2020, with the potential to extend the contract based on performance ;

  2. Expressions of interest must be received at the address below no later than Friday 21 February at 17h30 GMT local time and specifically mentioning Consultant to support outreach on Civil Society and Community Engagement.

ESTABLISHMENT OF THE SHORTLIST :

The shortlist of three to six consulting firms will be established at the end of the request of expression of interest. The consulting firms in the shortlist will be evaluated on the following criteria on the basis of the CVs and other documents received.

SELECTION CRITERIA :

  • Advanced degree in one of the following fields : social sciences, event planning, public relations, management or any other relevant area ;
  • At least five (5) years of prior relevant work experience ;
  • Excellent knowledge of the civil society landscape in Africa ;
  • Excellent managerial/organization skills with a solution-oriented attitude ;
  • Excellent interpersonal skills ;
  • Demonstrated ability to work well both independently and within a multicultural team ;
  • Strong skills in writing content ;
  • Capacity to prioritize and manage a diverse range of partners, projects and activities ;
  • Familiarity with social media is required ;
  • Language: Proficiency in English and French (spoken and written) is essential including the ability to draft at a professional level in both languages ;
  • Ability to work under pressure and meet strict deadlines.
