REQUEST FOR EXPRESSION OF INTEREST
- The Government of the Republic of South Sudan has received financing from the African Development Bank towards the cost of the Strategic Water & Sanitation Improvement Project (SWSIP). It is intended that part of the proceeds of this grant will be applied to eligible payments under the contracts for Individual Consultant – PROJECT COORDINATOR / ENGINEER (PC/E) ;
- Project Coordinator / Engineer is to provide Technical Assistance (TA), Advice, and Capacity building through maintaining project plans, controlling schedules, managing the project’s budgets and expenditures, assigning tasks to the project’s team, monitoring contractors’ and consultants’ performances working on the project, providing technical support to the project team ;
- The Specific Services to be provided by the PC/E include :
- Train and guide Counterparts in form of “Knowledge Transfer’ ;
- Lead the preparation of a detailed Project Implementation Manual (PIM) ;
- Lead the development of an annual work-plan and set global objectives line with the PAR ;
- Co-ordinate the activities of the consultants and contractors on discuss progress ;
- Be the secretary to the Project Steering Committee (PSC) ;
- Oversee the day-to-day implementation and achievement of set the objectives ;
- Ensure proper financial management and accounting for project funds ;
- Participate in the evaluation processes where applicable ;
- Ensure that reports are prepared in accordance with the requirements of the Bank ;
- Ensure that proper financial, administrative and Technical records are maintained and audited ;
- Verify all Consultant’s and Contractor’s claims for payment ;
- Review disbursement schedules as well as commitment of Project funds ;
- Preparation of progress reports for submission to the Steering Committees and the Bank; and
- Prepare the Completion Report for submission to the Government and the Bank.
- KEY QUALIFICATION :
- Master’s Degree in Civil Engineering, Water Engineering or related discipline ;
- A Bachelor’s Degree in Civil Engineering, Water Engineering or Hydrology Engineering ;
- MBA or Post Graduate Diploma in project planning will be an added advantage ;
- Must possess at last 10 years’ hands-on experience in Engineering Project Management of civil works, with focus on Monitoring, Reporting, Training and Capacity Building in either public or private sector organizations. Experience in Public Utility Infrastructure Development Projects is an added advantage ;
- Must possess experience in the Design and Construction of at least three (3) Projects including either, potable Water Treatment Plant, Reservoirs, Transmission and or Distribution Network ;
- Must possess a minimum of 7 years working experience in bilateral or multilateral Donor-funded Projects ;
- Must be computer literate with demonstrable proficiency in Microsoft Word, Excel, and Ms-Project ;
- Must have excellent writing, presentation and interpersonal skills; and
- Must possess excellent analytical skills and ability to effectively communicate with a broad range of audiences.
- SSUWC, as Implementing Agency of the above-named project, now invites eligible Individual Consultants to indicate their interest to provide their professional services in the above named position as part of the Project Implementation Team (PIT). Interested Individual Consultants must provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
- The eligibility criteria, the establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy Framework for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The estimated duration of services is 24 Months and the estimated starting date is December, 2020 ;
- Interested Consultants may obtain further information at the address below during office hours 8.00 a.m. to 5.00 p.m. local time ;
- Expressions of interest must be received at the address below no later than 9th October 2020 at 3:00 p.m. local time and specifically mentioning “Expression of Interest for the Post of PROJECT COORDINATOR / ENGEERING EXPERT/ under SWSSIP Project”.

- A shortlist of three (3) to six (6) individual Consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
