GENERAL PROCUREMENT NOTICE (GPN)
FEDERAL REPUBLIC OF NIGERIA
NIGERIA URBAN WATER SECTOR REFORM AND
AKURE WATER SUPPLY AND SANITATION PROJECT
Date : 2nd March 2020
- The Federal Government of Nigeria has received loan financing totaling USD 124.2 million from the African Development Bank and Africa Growing Together Fund towards the costs of the Nigerian Urban Water Sector Reform and Akure Water Supply and Sanitation Project and intends to apply part of the proceeds for the eligible payments of goods, works and services to be procured under this project ;
- The principal objectives of this project are (i) Provide sustainable access to safe drinking water and sanitation to the residents of Akure City and environs; (ii) Establish institutional & organizational arrangements for sustainability of the water and sanitation services; and (iii) Strengthen Federal Government’s capacity to facilitate urban Water Supply and Sanitation (WSS) reform and performance improvements across the country ;
- The project consists of two distinct interventions, managed by two separate Implementing Agencies, one at the Federal Ministry of Water Resources for the support to the urban water sector reform, and one in Ondo State for water supply and sanitation services in Akure ;
- Bidding for contracts is envisaged to commence in the second quarter of 2020. Procurement of goods (including non-consultancy services), works and the acquisition of consulting services, financed by the Bank for the program, will be carried out in accordance with the “Procurement Policy for Bank Group Funded Operations”, dated October 2015. Specifically, procurement would be carried out following Bank Procurement Methods and Procedures, using the relevant Bank Standard or Model Solicitation Documents
- The proposed intervention on Federal level, will likely require the procurement of the following services :
Services
- Consultancy for Development of a National Urban Water Sector Investment Programme ;
- Consultancy for investment Project Preparation ;
- Support to Benue Owena River Basin Authority for resource monitoring including flood prediction taking into consideration climate change ;

- The proposed intervention in Akure, Ondo State, will likely require the procurement of the following goods, works and consultancy services :
Works :
- Rehabilitation and expansion of Water Supply system ;
- Construction of improved sanitation facilities for Markets and Motor parks within Akure ;
- Construction of environmental protection facilities ;
- Construction of Pilot scheme for sewerage and solid wastes management/treatment.
Goods :
- Supply of water metres with connection pipes ;
- Supply of operational and office equipment.
Services :
- Consultancy for Technical Assistance and Management Services to Ondo State Water Corporation ;
- Consultancy for the Feasibility Study, Detailed Engineering design and Supervision of Works for Construction of collapsed coffer dam, Rehabilitation and Expansion of Water Supply System ;
- Consultancy for Design and supervision for sanitation facilities ;
- Consultancy for Knowledge, Attitudes and Practices (KAP) Study and Hygiene, sanitation and environmental awareness creation and promotion ;
