  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : “ADOPTION AND CHANGE MANAGEMENT (ACM) EXPERT” ;
  2. The African Development Bank is looking for Adoption and Change Management assistance in order to pursue and complete a systematic change management approach with the deployment of Office 365 within the bank.

The Adoption and Change Management (ACM) expert will provide guidance and strategies to change the way employees work so that the Bank can realize business value from its Microsoft technology investment.

The engagement is comprised of three major milestones: a) a review of the state of deployment of the change management model adopted since the beginning of the project; b) a continued application of change management processes through the engagement; and c) a closeout meeting at the end of the engagement.

The detailed terms of reference are attached as Annex 1 below.

  1. Required qualifications and skills :
  • At least  Master’s  degree  in  Change  Management,  Communications,  Information Management, Marketing, Journalism or Information Knowledge Management ;
  • Minimum of 5 years of relevant professional experience in change management, communications on Information and communications technology field gained with similar multinational, major private or public institutions ;
  • Excellent spoken and written French or English, with a working knowledge of the other language ;
  • Knowledge on Customer Relationship Management, Account Management on IT, Change Management Frameworks (ADKAR, etc) will be added advantage ;
  • Ability to think strategically and rapidly analyze diverse information from various sources ;
  • Experience using digital and social media to stimulate conversations with user community, develop strategies to position across different means of communications ;
  • Ability for teamwork in a multicultural environment ;
  • Significant experience in Communications Strategy, Planning, and Execution and in-depth proficiency at a level sufficient to assist, consult, or lead others in the planning, development, and execution of communications strategies for complex projects ;
  • Client Orientation – Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge ;
  • Strong ability to see newsworthy stories quickly and easily ;
  • Experience in creating engaging social media assets and image editing ;
  • Good understanding of the issues relating to Human Resources and Corporate Services management in an international arena ;
  • Ability to analyze complex information quickly and simply for audiences ;
  • Good political and personal judgment.
  1. The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  2. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  3. The estimated duration of services is six (06) months according to the schedule below and the estimated starting date is 06 January 2020 ;
  4. Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours: from 08:00 to 17:00 hours, Abidjan Local Time ;

  1. ESTABLISHMENT OF THE SHORT LIST :

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

ANNEX 1 – TERMS OF REFERENCE

RECRUITMENT OF ADOPTION AND CHANGE MANAGEMENT (ACM) EXPERT

  1. BACKGROUND :

The African Development Bank Group (AfDB) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively.

The Bank has approximately over 2000 staff members, who have been recruited from a wide geographic area only limited by membership in the Bank. There are currently 80 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners.

1.1.Corporate Information Technology Services Department (CHIS) :

The strategic objective of the Corporate Information Technology Services department (CHIS) at the Bank is to align the IT delivery strategy along with the Bank’s business strategy, to increase the organizational effectiveness through efficient use of the Information Systems (IT). Under the leadership of the Bank’s Information System’s Director, CHIS department is mandated by the Bank to deliver the best possible IT services for the Bank staff and help achieve the results that will get the Bank closer to accomplishing its development goals.

  1. CONTEXT :

The African Development Bank is looking for Adoption and Change Management assistance in order to pursue and complete a systematic change management approach with the deployment of Office 365 within the bank.

  1. PROJECT OBJECTIVES AND SCOPE 1. Objectives :

The objectives of the project are to achieve the following :

  • An improved understanding of technology adoption challenges and the key next steps ;
  • Resolution of a specific adoption issue that was defined at the onset and is addressed over the course of the engagement ;
  • A defined roadmap to successful usage and adoption of new ways of working with Microsoft technology ;
  • Identification and awareness of methods, tools, and the ability to measure the impact of behavioral change ;
  • An enhanced capability to continue to drive behavioral change and measure its potential benefit on your own.

3.2. Scope :

This engagement is comprised of three major milestones: a) a review of the state of deployment of the change management model adopted since the beginning of the project; b) a continued application of change management processes through the engagement; and c) a closeout meeting at the end of the engagement.

Deliverables that require formal review and acceptance (a process described in the Deliverable acceptance process section) are indicated in the following sections.

3.2.1 Review of Change Management Processes

At the onset of the assignment, the team (Consultant and the Bank) will define the focus of the activities of the ACM expert and the Bank team. These activities would typically align to the following elements of the people side of change :

  • Defined business outcomes, behavioral changes, and people impact ;
  • Assessment of change management risk and cultural considerations ;
  • Sponsorship, governance, and the change network ;
  • Coaching and change management capability building ;
  • Communications ;
  • Training ;
  • Measurement, reinforcement, and sustainability of change Behavioral insights strategy ;
  • Resistance management ;
  • Rewards and recognition ;
  • Implementation planning ;
  • Methods to connect change to outcomes.

After the progress review, the ACM consultant will continue performing the engagement activities.

  1. DELIVERABLE ACCEPTANCE PROCESS

During the project, the consultant will submit certain deliverables (listed in the scope section as deliverables with “Acceptance required?” equal to “Yes”) for the Bank’s review and approval.

Within three business days of the date of submittal, the Bank is required to : Accept the deliverable by signing, dating, and returning a service deliverable acceptance form, which can be sent by email, or by using (or partially using) the deliverable Or Reject the deliverable by notifying the Consultant in writing.

Deliverables shall be deemed accepted unless the written rejection notification is received by the consultant in the timeframe specified.

If a rejection notification is received, the consultant will correct problems with a deliverable that are in scope for the project, after which the deliverable is deemed accepted.

Problems that are outside the scope of this SOW, and feedback provided after a deliverable has been accepted, will be addressed as a change request, managed as described in the Change management process section.

  1. LOCATION :

The work will be carried on at the Bank’s headquarter at Abidjan, Ivory Coast.

  1. REPORTING LINE :

The consultant will work closely with the Bank project manager, sponsor, and other designees to manage project problems, risks, and change requests.
