- The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Telecommunication Engineer ;
- The objective of this consultancy hiring is to attract an individual consultant who is highly skilled in satellite and IP based network.
The incumbent’s specific tasks will be as follows :
- Evaluate the performance of the existing Bank’s VSAT network, identify the gaps and come up with improvement recommendations and action plans ;
- Interpret existing configurations and understand how the systems hardware fits into the overall AfDB network infrastructure design and client solution ;
- Assist design, implementation and provide ongoing support of the VSAT network systems ;
- Assist in planning of VSAT network implementation project, follow up and report progress ;
- Assist in preparation VSAT network service requirement analysis, specifications and terms of reference ;
- Diagnose and troubleshoot VSAT network problems, interpret troubleshooting results and determine best course of action to restore the network operability ;
- Interpret problems or symptoms, analyze results of corrective and preventive measures over a period-of-time and develop submit operational guide so that similar issues are tackled before they happen or with shortest possible time ;
- Review VSAT network preventive maintenance plan, reports and follow up outstanding or unresolved matters ;
- Review monthly network availability report, compare it with the logs from the monitoring tool and ensure committed SLA are met ;
- Work in close collaboration with the network team and Information Security teams to ensure solutions deployed meet the bank’s Security Requirements and provide technical assistance for investigation and analysis of security alerts ;
- Develop processes and procedures for the installation, maintenance and relocation of VSAT remote and hub equipment ;
- Develop training material on VSAT network installation, maintenance and provide detailed knowledge transfer to network team and ICT officers ;
- Facilitate the preparation of technical documentation related to the executed operational activities to be kept in the knowledge database ;
- Assist the technique Lead on VSAT suppliers and vendors relationship and performance management ;
- Assist on VSAT Site survey, integration within the Bank IP network.
- Required skills and qualification :
- At least a Master/Engineer degree in Telecommunication, Electronics, or an equivalent ;
- Minimum 5 years of professional experience in planning, implementation and maintenance satellite network ;
- Certification in VSAT network design, installation and maintenance such as GVF ;
- Good understanding and knowledge of TDMA, DVB (DVB-S2 and DVB-S2X), ACM (Adaptive Coding and Modulation), and Carrier in Carrier (CnC) technologies ;
- Proficient with networking and Communication technologies including the planning and management of the interaction between many networking systems ;
- Knowledge at the associate to intermediate level of TCP/IP networks, WAN protocols, wiring and cabling, and network management solutions ;
- Experience with Network Traffic Monitoring and Diagnostic Tools and reporting ;
- Experience and/or knowledge with QoS implementations, MPLS, DMVPN, VoIP, WAN switching and routing, load-balancing and application-delivery solutions ;
- Ability to communicate (verbal and written) effectively in English or French ;
- Ability to work under pressure, and out of business hours including weekend to conduction implementation or maintenance in order to avoid service disruption ;
- Ability to provide remote technical support to English or French speaking IT officers.
- The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments, etc.) ;
- The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The estimated duration of services is six (06) months and the estimated starting date is 02 January 2020 ;

- ESTABLISHMENT OF THE SHORT LIST
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants will be judged on the following criteria on the basis of their updated resume.
