Terms of Reference for : Business Forum Management Specialist

  1. Introduction / Background :

The African Development Bank (hereinafter called the Bank or AfDB) is a Multilateral Development Bank (MDB) established in 1964 to catalyze sustainable economic development and social progress in its Regional Member Countries (RMCs), thus contributing to poverty reduction. The AfDB Asia External Representation Office (SNAR) is the Bank’s sole representative office outside Africa, opened in Tokyo, Japan, in 2012. The SNAR’s major objectives are to enhance partnerships and dialogue with Asian countries, promote business and investment opportunities in and with Africa, and widely disseminate and exchange information about the Bank, itself, and development issues and projects in Africa. There are currently four Asian member countries, which are China, India, Japan, and Korea.

The work of SNAR has been growing particularly after 2018 at the time the new Work Program has been advised by the Executive Board of the Bank. One of most important pillars of the new Work Program is to strengthen its capacity of SNAR to contribute further to the core business of the Bank. In order to achieve such work, it is indispensable to continuously secure individuals and firms that can provide appropriate services to SNAR that the Bank requires.

First and foremost, SNAR plans to organize the Third Japan-Africa Business Forum (hereinafter called the Forum) in the second quarter of 2021. The Forum is one of major activities of SNAR to promote private investments and business between Japan and Africa. Under the theme of “Shaping a New Africa in the Era of COVID-19 (subject to modification),” the Forum, whose modality is planned to be partially remote, consists of six plenary sessions, a regional session, and business matching. In order to achieve the purpose of the forum, SNAR needs a Business Forum Management Specialist (hereinafter called the Specialist) to prepare for planning and carrying out the plenary sessions and the regional session in the Forum.

The Specialist is required specialized knowledge and expertise on management of an international conference related to business promotion in close collaboration with an event management company, that will be delegated management and logistics related works, and other partners including the government institutions, UN agencies and a diplomatic corp, under the overall guidance and instructions of the Head of SNAR, and advices by the External Relations and Communications Officers, the External Relations and Communications Specialists, the Executive Team and Finance Assistant, and the Procurement and Administration Consultant of SNAR.

  1. Objectives of the Assignment :

The Specialist will support for properly planning and carrying out six plenary sessions of the Forum with the aim of promoting private investments and business opportunities in Africa for the Japanese private sector.

  1. Main activities and deliverables :

The Specialist will be responsible for planning and carrying out the plenary sessions and the regional session of the Forum including :

  • Contact and communicate with moderators, chairs and speakers in planning and preparing the sessions such as arranging meetings, collecting curriculum vitae and presentation materials, and other necessary communications ;
  • Prepare for a session proceeding of each session in English and Japanese ;
  • Take the minutes of each session and generate reports afterward ;
  • Liaise the African Diplomatic corps and other co-organizers such as JETRO, JICA, UNDP and UNIDO for monitoring the preparation of their responsible event in the framework of the Forum ;
  • Assist in other related tasks that the Head of the SNAR may deem necessary from time to time.

  1. Administration/reporting :

The specialist will work with the SNAR under the overall guidance and instruction of the Head of SNAR and advices by the External Relations and Communications Officers, the External Relations and Communications Specialists, the Executive Team and Finance Assistant, and the Procurement and Administration Consultant of SNAR.

  1. Duration of the assignment :

The assignment will be for a duration of six (6) months and will tentatively commence at 14 December 2020 with possibility of extension.

The Specialist will basically work at the Bank’s Asia External Representation Office in Tokyo, Japan, unless otherwise requested by the Head of SNAR.

  1. Qualifications and Experience required :
  • Minimum a Master’s degree in business administration, finance, international relations or any other relevant subjects ;
  • Minimum seven years in total of working experience in event management companies, MDBs and/or public institutions, such as government offices of member countries, development related institutions, and other international organizations including UN agencies, NGOs and etc. ;
  • Working experience in Asian countries, particularly in Japan, is a strong asset ;
  • Working experience in developing countries, particularly in Africa, is a strong asset ;
  • Highly developed problem-solving and negotiations skills ;
  • Act with integrity and always maintain confidentiality ;
  • Observe the highest standard of ethics, honesty and accountability ;
  • Excellent inter-personal and communication skills ;
  • Fluency in English or French, with working knowledge of the other language ;
  • Practical skills for handling the Japanese language are required for this position ;
  • Competence in the use of standard Microsoft Office Suite applications.

  1. Remuneration :

Remuneration of the Specialist will depend on the specialist’s experience in accordance with the Bank’s procurement guidelines. A candidate will be responsible for obtaining personal health insurance at his or her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment. If an international travel is required for reporting duty to SNAR in Tokyo, a round trip travel cost in economy class will be compensated.

  1. Transparency and compliance with the policy of the Bank :

The result of the selection among shortlisted candidates will be publicly open through the AfDB website for assuring the transparency of the selection. The selected consultant shall comply with the policy of the Bank.
