REQUEST FOR EXPRESSION OF INTEREST FOR HIRING OF A CONSULTING FIRM TO MANAGE RISK-SHARING FACILITY FOR AIYAP

  1. This Request for Expression of Interest (REoI) follows the publication of the General Procurement Notice (GPN) for this Project that appeared in the United Nations Development Business online (UNDB online,) dated 8 February 2017 and on the African Development Bank Group’s Internet Website (afdb.org) ;
  2. The Malawi Government has received a loan from the African Development Fund (ADF), in various currencies towards the cost of the Agricultural Infrastructure and Youth in Agribusiness Project. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for hiring a consulting firm that will manage a Risk Sharing Facility (RSF)on behalf of AIYAP.

The specific objectives of the assignmentare threefold and these are :

  1. To provide financial services to farmers i.e. extension of loans, promotion of savings, provision of insurance and related services ;
  2. To increase access to affordable financial services for the youth and farmers who are beneficiaries of AIYAP ; and
  3. To sustain the operation of the risk sharing facility ;
  4. Detailed Tasks for the successful firm are to ;
  5. Determine Malawi’s market need for a mechanism to address risks associated with financing agriculture and present a suite of solutions to address identified market needs. Activities under this deliverable may include, but not limited to :
  • Identify the key challenges faced by participating institutions in implementing past and existing financial interventions to the agricultural sector ;
  • Come up with a working arrangement among the risk sharing facility, participating financial institutions, project beneficiaries, Project Implementation Unit and other stakeholders that best meets the objectives of AIYAP ;
  • Propose mechanisms for dealing with challenges among the youth and project beneficiaries in accessing affordable finance services from financial institutions including requirements relating to collateral for loans, borrower track record,access to formal financial institutions, market perception etc. besides the RSF itself.
  1. Identify the critical success factors necessary for operating a risk sharing facility for the agricultural sector in Malawi taking into account the lessons learnt from past and existing facilities ;
  2. Come up with a list of agricultural production and marketing value chain activities to be financed through the risk sharing facility ;
  3. Suggest a monitoring and evaluation mechanism ;
  4. Liaise with Lilongwe University of Agriculture and Natural Resources (LUANAR) NRC campus and provide loans to Agriprenuers to finance modern farming production tech nologies, purchase of tractors and agro-processing equipment for the crops being promoted in the area upon recommendation from LUANAR based on the assessment of the business plans ;
  5. The Government of Malawi through the Ministry of Agriculture, Irrigation and Water Development now invites eligible consulting firms to indicate their interest in providing the above mentioned services. Interested eligible consultants must provide astatement of capability and experience indicating that they are qualified to perform the services by submitting a curriculum vitae, brochures, description of experience in similar assignments and conditions, availability of appropriate skills and qualifications, etc. This advertisement is open to all eligible Consulting firms as defined in the African Development Bank Group Rules and Procedure for the Use of Consultants (May 2008 Edition, Revised July 2012) which can be consulted from the AfDB website. A short list of six consultants will be compiled in accordance with the procedures set out in that document.

Firms intending to apply and be considered for the assignment must meet the following requirements :

  1. Possession of an experienced workforce with requisite knowledge, skills and qualifications in agriculture, agribusiness finance, banking and finance ;
  2. The firm should clearly elaborate the detailed business plan (prototype) ;
  3. Capacity to understand agribusiness finance products, interpret and manage guarantee agreements including claims settlements ;
  4. Should have sound management and operating systems including MIS, finance, governance, audit, operational structures and financial capacity ;
  5. Must be registered and licensed to carry out financial services i.e. Reserve Bank of Malawi ;
  6. Must be in good standing with the laws of the country and regulatory institutions ;
  7. Interested Firms may obtain further information including detailed Terms of Reference during working hours from Monday to Friday (08:30hrs – 16:00hrs) except on public holidays at the offices of the Department of Irrigation :
