The Ministry of Education Science and Technology (State Department of Vocational and Technical Training) has received financing from the African Development Bank toward the cost of the Support to Technical and Vocational Education and Training (TVET) for relevant skills development project (TVET phase II project), and intends to apply part of the agreed amount of this loan to payments under the contract for a consulting firms to develop a TVET gender specific guidelines and manuals under the project.
The services included under this project are :
- Carry out a gender analysis on the barriers and enablers to female enrolment and participation in TVET in Kenya more broadly and to STEM in particular ;
- Assess the role of the community in promoting female participation in TVET and the role of the industry in promoting gender equality in placements, attachments and internships ;
- Asses the status of implementation of the gender mainstreaming strategies in TVET as set out in the Gender and Education policy 2007; challenges to implementation, lessons learnt and make recommendations appropriately ;
- Recommend appropriate gender mainstreaming strategies for TVET in general and STEM in particular and develop guidelines and manuals for implementation in consultation with key stakeholders ;
- Build capacity of management and staff in the State Department of Vocational and Technical Training, including the TVET institutions to address, monitor and assess gender issues ;
- Undertake incorporation of all inputs at various stages ;
- Submit a hard and soft copies of final guidelines and manuals and ;
- The Consultant shall be supervised by the Project Coordination Unit, GoK/AfDB TVET project-Phase II, Ministry of Education, State Department for Vocational and Technical Training – at Teleposta Tower, Nairobi.
The Ministry of Education, State Department for Vocational and Technical Training now invites eligible consultants to indicate their interest in providing these services.
Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consulting firms may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” (October, 2015), which is available on the Bank’s website at http://www.afdb.org.
