TENDER NO. KeNHA/2089/2018

  1. The Government of the Republic of Kenya (GoK) has received financing from the African Development Bank towards the cost of the Sirari Corridor Accessibility and Road Safety Improvement Project, and intends to apply part of the proceeds of this loan to make eligible payments under the contract for the Consultancy Services for Development of Road Crash Data System at the National Transport and Safety Authority (NTSA).
  2. The service shall entail construction of a database to: (i) facilitate detailed analysis of road safety situation in the Country; (ii) aid in the formulation of evidence-based strategies on road safety; and (iii) enable better road safety interventions as well as creating a robust platform for performance monitoring. The specific objectives of the assignment include:
  • To supply, customize, install, and implement a Commercial Off-the-shelf Software Product, which is GIS-enabled, web-based for road crash data capture, storage, analysis and dissemination.
  • To provide and implement a tablet based software application to capture the accident data from the field.
  • To provide recommendation for Standard Operations Procedure (SOP) for the use of the crash data software that will assist the police, health facilities and insurance companies streamline data capture, analysis, and reporting.
  • To conduct capacity building and training amongst the NTSA, police, and other stakeholder users on the use of the road crash data system
  • Pilot the crash data system in order to test and improve the quality of the crash data collected through the system.
  • To provide one (1) year operational support after the completion of the pilot implementation of the crash data system
  • To assess the current systems and processes used in Kenya for road safety management and provide recommendations for improvements.
  • To provide managed services for the analysis and implementation of the road crash data collected on the proposed system during the operational support period.
  1. The Kenya National Highways Authority (KeNHA), being an authorized agent of the Government of the Republic of Kenya now invites eligible consulting firms to indicate their interest in providing above services.
  2. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, in-depth expertise in road safety and related data systems, availability of appropriate skills mix among staff, etc.). Consultants may associate to enhance their qualifications.
  3. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at Borrowers are under no obligation to shortlist any consultant who expresses interest.
  4. Expressions of interest must be delivered in written form and clearly marked with the assignment title & Tender Number, and deposited in the Tender box at Kenya National Highways Authority headquarters, Mezzanine Floor, Hospital Road, Blue Shield Towers, Upper Hill or be addressed to:
