The Government of Liberia has received financing from the African Development Bank towards the cost of the Rural Electrification Component of the Côte d’Ivoire, Liberia, Sierra Leone and Guinea (CLSG) Electricity Network Interconnection Project. The Government therefore intends to apply part of the proceeds of this financing for payments under the contract for an International Consulting Firm to provide Consultancy Services for Control and Supervision of Construction

 

Works for Rural Electrification.

The objective of this assignment is to support the Project Implementation Unit (PIU) established under Liberia Electricity Corporation in supervision of construction works and Management of contractor for Supply, Installation, Testing and Commissioning of 33/34.5/0.4kV Distribution networks, Prepayment Meters, Service Connections and Street lights in One hundred and thirty.

Rural communities to ensure the effective coordination and implementation of the project. The consultant is also expected to assist LEC to witness the Factory Acceptance Testing (FAT) of the major equipment and materials. All the services shall be in close collaboration with LEC’s PIU.

The objective of the supervision consultant is also to ensure :

  1. High quality construction works is achieved ;
  2. All work associated with the project are carried out in full compliance with the design parameters and specifications ;
  3. Social and Environmental requirements, safety and monitoring are carried out in accordance with the recommendations of the approved Feasibility Study and the Environment Impact Assessment and ;
  4. Works are completed within the agreed timelines.

The Liberia Electricity Corporation (LEC) shall be the Implementing Agency and the Consultancy Services under this contract are :

  1. Site supervision during Construction period (construction, installation, testing and commissioning) ;
  2. Management of Contractor and review of Contractor Submittals; and
  3. Consultancy services during Defect Liability Period. The project will be implemented over a period of 24 man-months effort over an eighteen (18) months period will be required to complete the assignment.

 

The Project Implementation Unit through the Liberia Electricity Corporation now invites eligible Consulting firms to indicate their interest in providing the above services. Interested firms should provide information demonstrating that they have requisite qualifications and relevant working experience to perform the required services.

Only Six (6) firms/consortia will be short-listed as stipulated by the Bank Procurement Policy and Methodology. The firms/consortia must pass all the eligibility criteria as outlined below. The firms/consortia must have successfully implemented at least two similar assignments in the last 10 years and at least one in the region and shall indicate the most recent successful performances. The scoring will be done to arrive at the short-list of highest scoring six firms/consortia based on the following evaluation criteria :

 

a.OrganizationCompetence:
Sub-criteria comprise (i) Technical staff strength (permanent) and Technical expertise of
proposed team; (ii) Firm’s years of experience (at least 10 years of demonstrable knowledge
and  experience  in  the  engineering  design,  construction,  supervision  and/  or  contract
management of Transmission, Distribution (T&D) projects.
b.TechnicalCompetence:
comprise (i) Experience of working  as  Design  and  works  Supervision  Consultant  (ii)  Experience  of  working  as consultant in Electricity infrastructure environment (iii) Experience of working in externally aided projects (iv) Experience in carrying out big works appropriate by the size of projects would be given advantage.
c.Financialcompetence:  The  evaluation  will be  based  on average total  Turn

On the basis of last three years (2015, 2016 and 2017).

 

Geographical Competence :

Experience and good track record of supervision projects in Liberia or in environment similar to Liberia or in the region

In case of JV or association, the equal weighting will be used for the lead firm and for partners or associates.

The Eligibility criteria for the establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015 which is available on the Bank’s website at http://www.afdb.org. Furthermore the Borrower is under no obligation to shortlist any consultant who expresses interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant/firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method.
