MONITORING AND EVALUATION OF THE EFFICACY OF FORTENZA DUO FOR THE

CONTROL OF FALL ARMYWORM (Spodoptera frugiperda) IN MAIZE1

This request for expression of interest follows the General Procurement Notice for this project that appeared in Development Business of 16 August 2018.

The TAAT Fall Armyworm Compact and Maize Compacts2 have received financing from the African Development Bank toward the cost of Fall armyworm (FAW) control and scaling out of management technologies, and intends to apply part of the proceeds for this grant to payments under the contract for monitoring and evaluation of the efficacy of FortenzaTM Duo3 for the control of fall armyworm (Spodoptera frugiperda) in maize.

The services include developing protocols for assessing FAW incidence of infestation and rating of damage in maize, collating and summarising all available efficacy data on the use of Fortenza Duo against FAW outside Africa and in the two countries, developing a standardised protocol which national partners can use in conducting Fortenza Duo efficacy evaluation trials and another for conducting rapid assessments of performance of Fortenza Duo under survey conditions, and assisting the leaders of the two Compacts in designing efficient mechanisms to track maize seed treated with Fortenza Duo (in terms of uptake by farmers and where eventually planted). The Maize Compact operates under African Agricultural Technology Foundation (AATF) which is headquartered in Nairobi, Kenya, while the FAW Compact falls under the International Institute of Tropical Agriculture (IITA). AATF is a registered charity that facilitates and promotes public/private partnerships so that African farmers have access to agricultural technologies that improve their productivity. IITA, on the other hand, is a non-profit institution belonging to the Consultative Group of International Agricultural Research consortium. IITA generates agricultural innovations to meet Africa’s most pressing challenges of hunger, malnutrition, poverty, and natural resource degradation. The mission is for a period of 20 working days4.

The Fall Armyworm Compact and the TAAT Maize Compact now invite eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications :

  • If appropriate, In some cases, there may not be a project, but instead, only a specific consultancy services assignment ;
  • Recipient, in the case of grants ;
  • Insert title the services being required ;
  • The intent is to assist the potentially interested consultants in deciding whether the services is of interest to them.

A consultant will be selected in accordance with the procedures set out in the Bank’s October 2015 edition of the Bank’s Procurement Policy framework 5.
