Consulting Services for Feasibility Study, Environmental and Social Impact Assessment, Detailed Architectural and Engineering Design, preparation of Bidding Documents and Supervision of construction of One Stop Border Post (OSBP) at the Mandimba Border Post on the Mozambique/Malawi Border Crossing

The Republic of Mozambique has received financing from the African Development Fund (ADF) toward the cost of the The Client now invites proposals to provide the following consulting services (hereinafter called “Services”): Consultancy Services for Feasibility Study, Environmental and Social Impact.

Assessment, Detailed Architectural and Engineering Design, Preparation of Bidding Documents and Supervision of Construction of One Stop Border Post (OSBP) at the Mandimba border post on the Mozambique / Malawi border crossing.

The services included in this Project during the three different phases are:

Phase 1: The Feasibility Study Stage

Preparation of a feasibility study including, determination of demand forecasts for the OSBP and minimum technical and functional specifications for the OSBP, preparation of concept designs for the required infrastructures, preparation of economic appraisal and ESIA scoping;

At the end of this Phase, the Consultant shall not proceed with Phase 2 until they have received the Client’s approval of the Feasibility Study.

Phase 2: ESIA, and Detailed Architectural and Engineering Design for a staggered OSBP

Preparation of Detailed Architectural and Engineering Design, design and specifications of furniture and equipment, including Information and Communication Technology (ICT) and Preparation of Bidding Documents.

Phase 3: Construction Supervision

Supervision of Works and Post Construction Supervision:

The National Roads Administration (ANE) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consultants may constitute Joint-Ventures to enhance their chances of qualification.

Eligibility Criteria, establishment of the Short-List and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the Use of Consultants” [May 2008Edition, revised July 2012], which is available on the Bank’s website at http://www.afdb.org.

Interested consultants may obtain further information at the address below during office hours 07:30 to 15:30 hours Mozambique Local Time, Monday to Friday.

The EOI should be placed in the tender box at the address below by or before 10:00 hours Mozambique local time, on July 15, 2019 and must be clearly marked: Consultancy Services for Feasibility Study, Environmental and Social Impact Assessment, Detailed Architectural and Engineering Design, Preparation of Bidding Documents and Supervision of Construction of One Stop Border Post (OSBP) at the Mandimba border post on the Mozambique / Malawi border crossing.

Late submissions will not be entertained.
