Specialized Firm to Advise on Analysis and Contract Management of Public-Private Partnerships, Large Scale Projects and Business Concessions

Context :

1. This request for expressions of interest follows the General Procurement Notice (GPN) that was published in the United Nations Development Business website with reference AfDB 441-05/16 and in the African Development Bank Group’s website on May 11^th, 2016.
2. The Republic of Mozambique has received a financing from the African Development Bank toward the cost of the Enabling Large Scale Gas and Power Investments in Mozambique Technical Assistance Program (ESLGAPI) aiming to improve investments in the country’s promising Gas and Power sectors, and intends to apply part of the agreed amount for this loan to payments under the contract for consultancy services on the Analysis and Contract Management of Public-Private Partnerships (PPP), Large Scale Projects (LSP) and Business Concessions (BC)
3. The services included under this project are, provide on-the-job training to a selected group of civil servants from the Ministry of Economy and Finance (National Directorate of the Treasury – Department of Trusteeship Finance, PPPs, LSPs and BCs), Ministry of Mineral Resources and Energy (Directorate of Planning & Cooperation and the Legal Unit), the National Power Utility Company (Electricidade de Moçambique), the Hydrocarbons National Utility Company (Empresa Nacional de Hidrocarbonetos), the Energy Regulator (Autoridade Reguladora de Energia – ARENE) and the National Institute of Petroleum (Instituto Nacional de Petróleos – INP) in financial and legal aspects of PPP, LSP and BC of energy sector agreements, project management and contract negotiation skills.
4. The Ministry of Mineral Resources and Energy now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
6.
