CHICOA FISH FARM

  1. Chicoa Fish Farm has received a Grant from the African Development Bank and intends to utilize part of this Grant towards the cost of the following Assignment: Studies to support the expansion of aquaculture on Lake Cahora Bassa.

The services to be provided under the Assignment include:

A Zoning study for the whole of Lake Cahora Bassa (July – September 2019).

The zoning study will comprise a thorough situational analysis of Lake Cahora Bassa including identification and involvement of the key stakeholders, assessment of the ecological resources in the entire lake region and identifying the appropriate locations and sustainability thresholds for complementary economic and social activities that can be carried out sustainably.

An Environmental Social Impact Assessment (ESIA) and an Environmental Social Management System (ESMS) (June – August 2019).

The aim of the ESIA is to assess the environmental and social consequences (positive and negative) of the Chicoa Fish Farm development and activities and make recommendations on ways to mitigate any negative impacts foreseen. The ESIA will feed into the ESMS which will provide procedures for identifying, assessing and managing environmental and social risk in order to reduce risks, ensure environmental and social due diligence and monitor the company’s environmental and social performance.

A Market and out-grower study (July – October 2019).

The aim is to help Chicoa develop viable, profitable local and regional markets for its products (including fish, feed and seed). The out grower component of the study should also investigate the potential for local small-holder farmers to produce maize and soya for the fish feed.

The output of this assignment will include an inception report detailing the methodology to be used for conducting the three studies, draft reports of the studies as they are completed, for client comments and a final report giving analysis of the results of the studies, conclusions and recommendations.

  1. Chicoa Fish Farm invites Consulting Firms to indicate their interest in providing the above-described services. Interested Firms shall provide information (documents, reference to similar services, experience in similar assignments, etc.) on their qualifications and experience demonstrating their ability to undertake this Assignment. In case of a Joint Venture (JV), a full name of the JV and the names of each member as in the submitted Expression of Interest shall be used.
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, approved by the Bank’s Boards on 14 October 2015, and available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Firm or JV does not imply any obligation on the part of the Grant Recipient to include it in the shortlist.

Terms of Reference for a consultancy to carry out studies

  1. Background/origin, nature of the Assignment 

Chicoa Fish Farm is a new enterprise on Lake Cahora Bassa in the Emboque area of Tete Province, Mozambique. Fresh water aquaculture has great potential in the Southern African region but has been under-developed as a sector particularly in Mozambique. Lack of affordable high quality protein is a major problem in the region and fish provide an important source but traditional capture fisheries are in decline, and the supply crisis is compounded by Africa’s rising population, which is expected to double by 2050. 

  1. Goals and Objective(s) of the Assignment 

Chicoa Fish Farm has the potential to become a profitable and sustainable solution for the fish supply shortfall by introducing a modern approach to aquaculture in the region. Chicoa can catalyse the expansion and sustainability of the Mozambican aquaculture sector by providing technical expertise, high quality fish feed and fingerlings and innovative supply chain solutions to get the fish to market. 

In order to achieve its vision, Chicoa is seeking the services of a reputable, qualified and efficient consultancy firm to conduct a range of studies that will enable the growth and expansion of the farm and facilitate fundraising. 

The main object of the assignment is to elaborate the Studies of the project in order to enable Chico fish to apply for further financing in the private, governmental and multilateral institutions such as AfDB, the World Bank, European Investment Bank. Convincing reports will give a good analysis of the potential to introduce a modern approach to aquaculture. 

  1. Scope of Services, Tasks (Components) and Expected Deliverables (Examples)
  • A Zoning study for the whole of Lake Cahora Bassa with the participation of the Mozambican Ministry of Fisheries.
  • An Environmental, Social Impact Assessment (ESIA) and develop an Environmental Social Management System (ESMS).
  • A Market study that will feed into the design of an out-grower programme

The outputs of these studies must include:

  • An inception report giving details of proposed methodology to carry out the three studies described above.
  • A final report with recommendations detailing the methodology used, the results and recommendations from the three studies. The report should include a Zoning plan, an ESIA report, an ESMS report, a market development report and an outgrower strategy plan.

3.1 Activities, Components and Tasks

3.1.1 The Zoning study

The aim of the zoning study is to assist the Government of Mozambique, local leaders and developers to ensure that current and future economic and social activities on Lake Cahora

Bassa are carried out in an ecologically and socially sustainable manner without exceeding the carrying capacity of the lake resources.

The zoning study will comprise a thorough situational analysis of Lake Cahora Bassa including identification and involvement of the key stakeholders, assessment of the ecological resources in the entire lake region and identifying the appropriate locations and sustainability thresholds for complementary economic and social activities that can be carried out sustainably.

Methodology:

This component will require development of an assessment methodology, a desk review, stakeholder meetings, use of geographical information systems and site visits.

The output will be a zoning map and detailed zoning report with clear development guidelines and recommendations.

3.1.2 Environmental, Social Impact Assessment (ESIA) and develop an Environmental Social Management System (ESMS).

The results of the zoning exercise will feed into the ESIA/ESMS development. The aim of the ESIA is to assess the environmental and social consequences (positive and negative) of the Chicoa Fish Farm development and activities and make recommendations on ways to mitigate any negative impacts foreseen. The ESIA will feed into the ESMS.

The aim of the ESMS is to provide procedures for identifying, assessing and managing environmental and social risk in order to reduce risks, ensure environmental and social due diligence and monitor the company’s environmental and social performance. It should define the decision-making process, describe roles, responsibilities and capacity needs of staff for doing so and state the documentation and recordkeeping requirements.

Methodology:

This component will require development of an assessment methodology, a desk review, stakeholder meetings and site visits.

The output of these studies will be a report with recommendations.

The ESMS should:

  • Indicate a concise budget for the recommended mitigation and enhancement measures.
  • Outline the relevant policy, institutional and legal framework pertaining to the project’s environmental and social aspects, and
  • describe how the above mitigation and enhancement measures will be monitored, controlled and managed to ensure their effectiveness.

3.1.3. The market development and out grower study

The aim of this study is to help Chicoa develop viable, profitable local and regional markets for its products (including fish, feed and seed). The out grower component of the study should also investigate the potential for local small-holder farmers to produce maize and soya for the fish feed.

Methodology:

This component will require a detailed market map and market survey as well as market segmentation analysis and product development analysis. This will be achieved through a desk review, seeding the various markets with fish, reviewing the customer response (quality and value), access to data collected by Chicoa marketing department, key informant interviews and visits to selected market sites.

The output will be a report with recommendations. This should include

  • A detailed analysis of the current and potential market including locations (local and regional options),
  • A market segmentation survey detailing types of customer including retail, catering, informal sector,
  • Analysis of potential for various products (fresh, frozen, processed, feed, seed) as well as pricing analysis,
  • Transportation and refrigeration investment requirements and costs for different markets,
  • An analysis of the potential for outgrower expansion with details on types of outgrowers (smallholder, small to medium enterprises etc), capital investment, input and technical requirements to support these.

3.2 Expected deliverables

The final outputs will be an inception report and a final report.

  • The inception report will give a detailed description of the methodology that the service provider will use to carry out the three studies described above. It should include time schedule, resources required and a detailed description of the proposed activities involved in carrying out the studies. It should be 12-20 pages long.
  • The final reports will focus on the results of the studies detailed above and analysis of the studies to produce concrete recommendations.
  • Draft reports should be developed in each case and must be reviewer and approved by the client before the final versions are produced.
  1. Team Composition and Qualification Requirements for the Key Experts 
  • The service provider that will be chosen for this assignment will have the capacity and qualifications to carry out the studies detailed above in a competent and cost effective manner.
  • They must be able to present a team of suitably qualified personnel preferably with post graduate qualifications and experience in the fields of environmental science, aquaculture, agriculture, social sciences, economics, marketing, agribusiness, development (or other comparable qualifications).
  • They will have at least 8 years’ experience in doing similar surveys in the aquaculture sector and have proven experience in Southern Africa and should be familiar with national and international processed food markets.
  • They will be able to work effectively with a wide range of stakeholders including government, private sector and small holder farmers and traders.
  • They will be able to conduct the surveys in Portuguese but write the reports clearly and concisely in fluent English.
  1. Reporting Requirements and Time Schedule for Deliverables

The studies must be carried out during a period that does not exceed four months. Reports must be submitted to the director at Chicoa, electronically and with three hard copies.

  • The inception report should be finalised no later than two weeks after signing of the contract.
  • Draft reports for each of the studies should be submitted, for review and feedback by the client, as soon as each study has been completed.
  • The final report (containing the results, analysis, conclusions and recommendations from each study carried out) should be finalised and delivered no later than 120 days after signing of the contract.

  1. Client’s Input and Counterpart Personnel

Chicoa will assist the service provider by providing requested information in a timely manner, making the farm staff and facilities available where needed, facilitating meetings with key stakeholders and assisting with site visits.
