for the delivery of the “Ghana Scaling up Renewable Energy Programme (SREP) Investment Plan”

The African Development Bank (AfDB) wishes to recruit an individual consultant to coordinate the implementation of the Ghana SREP Investment Plan. The Investment Plan comprises the following projects: 1 – Renewable energy mini-grids and stand-alone solar PV systems, 2 – Solar PV based net metering with battery storage; 3 – Utility-scale solar PV/wind power generation and 4 – Technical Assistance (TA) to scale-up renewable energy.

Under the supervision of the Manager of the Renewable Energy Division (PERN1), the Consultant – to be based in Accra, Ghana – will carry out the following activities: (i) design and manage procurement activities necessary for the delivery of the TA program; (ii) manage the TA budget; manage project delivery and ensure quality assurance of the project; and (iii) manage all reporting requirements to the AfDB. The Consultant will regularly liaise with the GoG, SEFA secretariat, project developers, financial institutions (prospective debt co-financers) and other stakeholders to ensure smooth arrangement and execution of the SREP financing envelope for the projects. She/He will work with the stakeholders, AfDB team, the AfDB’s SREP focal point, the private sector, and development partners to ensure the high quality delivery of the proposed Technical assistance (TA) activities.

The AfDB now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of experience in program/project management and procurement processing, Renewable Energy IPP/PPP project development and financing in Africa. Knowledge of Ghanaian Renewable Energy market environment, key stakeholders, key policy, regulatory, and investment issues is a plus).

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for Acquisition of Consulting Services. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

The assignment will be for a period of 12 months and the estimated starting date will be 1st December 2018.
