Afe Babalola University, Ado Ekiti, ABUAD, has received Middle Income Technical Assistance Fund from the African Development Bank, toward the cost of the Institutional Support to ABUAD, and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services for Strengthening the Governance Structures and Financial Management.
The services will involve skill mix of the following expertise :
Financial Management (FM) : To formulate and monitor ABUAD’s financial policies especially those on financial risk management and controls. The Consultant will develop and demonstrate budgets and work plans preparation cycle that guarantees annual reliability and efficiency of the FM system among others.
Management Information Service (MIS) : To review the overall administration of the systems of the University’s IT systems, including the major sub-systems of Student Finance, Human Resources and Payroll, and the allied sub-systems external to ITS (e.g. SMS, ID-card, Parking etc.) and ensure their functional integration.
Institutional Procurement : To assess the current ABUAD procurement system – the Institutional and legislative framework and the practices and identify the fiduciary risks. Revise the Guidelines, develop operation manuals and standard solicitation documents for the procurement of goods, works and services
E – Procurement : To liaise with the Institutional procurement and the financial management specialists to promote transparency, efficiency and value for money through utilization of the electronic media in the conduct of Procurement Process. The e-Procurement system shall serve as a primary source of information and communication technology in all ABUAD procurements, and support through e-vendor registration, e-tendering, and e-purchasing. .
Corporate Governance Integrity Compliance and AML/CFT : To review and refine the Corporate Governance Framework to integrate aspects of risk management and business continuity into the framework. Define the roles and responsibilities of all the stakeholders and actors within the Corporate Governance Framework; develop a new Risk Management Framework incorporating all risks including financial, non-financial, strategic and operational risks; and develop Integrity Compliance Guidelines.
Human Resource Management (HRM) : To review of existing HR Policies and Procedures and identify gaps and capacity weaknesses compared to international best practice. And based on the review, propose and develop comprehensive HR Policies and Procedure to effectively support the ABUAD business model.
The Afe Babalola University Ado Ekiti (ABUAD) now invites eligible firm of consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services as indicated above (may include brochures of the firm, description of similar assignments recently completed, experience in similar institutions and conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
