REQUEST FOR EXPRESSION OF INTEREST – CONSULTING FIRMS/OUTPUT BASED CONSUTANCY

 

 

  1. AVSI Foundation is seeking to engage a Consulting Firm to carry out the following fixed-term assignment within the framework of the project “Green Energy for women and youth resilience in Uganda and Kenya”, funded by the African Climate Change Fund (ACCF) of the African Development Bank (AfDB). Consultancy service for identification and validation of business opportunities in the sustainable energy value chain in Uganda and Kenya ;
  1. AVSI Foundation now invites consulting firms to indicate their interest in providing the above mentioned service. Interested consulting firms shall provide information (documents, reference to similar service, experience in similar assignments, etc.) on their qualifications and experience, demonstrating their ability to undertake the assignment ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, approved by the Bank’s Boards on 14 October 2015, and available on the Bank Website at http://www.afdb.org. Please note that interest expressed by an individual Consultant does not imply any obligation on the part of the Grant Recipient to include it in the shortlist ;
  1. The estimated duration for identification and validation of business opportunities is 2 months and the start date is 1st May 2021 ;

TERMS OF REFERENCE (TOR) – PROVISION OF CONSULTANCY SERVICES FOR THE IDENTIFICATION AND VALIDATION OF BUSINESS OPPORTUNTIES IN THE SUSTAINABLE ENERGY VALUE CHAIN(SEVC)

Location: Kenya and Uganda

Scope of Work : AVSI is hiring a consulting firm to identify and validate viable and feasible Micro and Small business opportunities within the SEVC fit for women and youth.

Tasks :

  1. Under the supervision of the Program Manager and supported by the Assistant Program Manager (APM), the consultant will undertake the following activities
  2. Conduct desk review to identify potential business opportunities in the SEVC in the target areas;
  3. Collect qualitative and quantitative data in the field, from the industry stakeholders, through individual surveys and focus groups on potential and viability of businesses in SEVC;
  4. Facilitate workshops and strategic meetings with key stakeholders in order to identify successful SEVC ventures and elicit buy in from potential investors/stakeholders;
  5. Develop basic business models and plans for the identified SEVC business opportunities;
  6. Compile a user guide for the start up and running of the identified business opportunities.

Deliverables :

The consulting firm will provide the following deliverables :

  • Inception report detailing how the task will be undertaken ;
  • A report describing the preliminary identified business opportunities ;
  • A validation/feasibility report identifying the selected opportunities comprising of basic business model and plan ;
  • A user guide to start up/run the businesses.

Qualification and experience of the supplier/consultancy firm :

  • At least 10 years of experience in businesses modeling and planning in several African countries in the SEVC ;
  • Demonstrated experience in providing business development services to MSMEs ;
  • Fluency in English and Kiswahili (oral and written) ;
  • Experience in field research, for both qualitative (interviews, focus groups) and quantitative methodologies (data entry, clearing, and analysis) ;
  • Experience in rural areas of a developing country. Experience in rural Kenya and/or Uganda would be an asset ;
  • Ability to work independently and critically, with tight deadlines ;
  • Understanding of issues linked to access to energy in rural areas.

Duration/timeline for the assignment :

The consultancy assignment requires up to 10 man-days over a period of 2 months, starting from 1st May 2021.

Conditions :

  • Consultant must be based in Kenya or Uganda. (international consultants are eligible) ;
  • Consulting/professional fees for a maximum of 10 man-days will be paid ;
  • In addition to a daily professional fees, a transportation and daily subsistence allowance for travel outside the duty station will be provided ;
  • The Client will provide the consultant with other needed materials like stationeries and documents to support the deliverables.

Evaluation criteria and application procedure :

Candidates will be assessed against the following criteria :

  • Demonstrated experience in providing business development services to MSMEs ;
  • Fluency in English and Kiswahili (oral and written) ;
  • Experience in field research, for both qualitative (interviews, focus groups) and quantitative methodologies (data entry, clearing, and analysis) ;
  • Practical experience in businesses modeling and planning in the SEVC ;
  • Demonstrated experience in developing basic business plans using the business canvas model. international teams preferred

  • Capability statement including details of similar assignments already carried out ;
  • A technical proposal indicating their methodology for delivering the assignment ;
  • A financial proposal for conducting the assignment ;
  • Three professional references ;
  • Detailed CV s of key staff (in annex).
